SUBJECT: Request for Information (RFI) for Smart Electric Vehicle Chargers and Services 1. INTRODUCTION The Department of General Services (DGS) Procurement Division (PD) is releasing this Request for Information (RFI) seeking information from potential contractors interested in a smart Electric Vehicle Support Equipment (EVSE) statewide contract. The information gathered from this effort will be used to develop a subsequent solicitation document for the establishment of statewide contract(s) for EVSEs. Note: The cost for developing a response to this RFI is entirely the responder’s responsibility and shall not be chargeable to the DGS or to any other state agency. Responses to this RFI may be subject to the Public Records Act. Please do not include any proprietary information in your response to this RFI. 2. BACKGROUND On April 25, 2012, Governor Brown issued EO B-18-12, ordering "State agencies [to] identify and pursue opportunities to provide electric vehicle charging stations, and accommodate future charging infrastructure demand, at employee parking facilities in new and existing buildings." On September 28, 2013, Governor Brown signed into law SB454 which created the Electric Vehicle Charging Stations Open Access Act. This law prohibits the charging of a subscription fee on persons desiring to use an electric vehicle charging station and prohibits requiring persons to obtain membership in any club, association, or organization as a condition of using the station, except as specified. The law requires the total actual charges for the use of an electric vehicle charging station to be disclosed to the public at the point of sale. The law requires an electric vehicle charging station to provide to the general public 2 specified options of payment. DGS/PD is tasked with establishing a statewide contract for the purchase of “turnkey” EVSE systems (Level 1, Level 2, DC Fast Charge) that may include installation, network service, maintenance and/or repair. It is the intent of the State to purchase the EVSE equipment and contract for services (installation, network service, maintenance, etc.) in as needed basis. The State is looking for networked and remotely accessible web-based system(s) to manage its charging stations statewide. This system(s) must include data capture, robust customizable detailed reporting, station owner provisioning capabilities, and the ability to establish customer accounts as well as point of sale transactions that meet the State’s requirements, flexible billing options and 24x7 customer support.

3. OBJECTIVE The objective of this RFI is to obtain information on the following areas:  Smart EVSEs – levels, types, functions, features, etc.  Network Services - scope, functions, features, cost components, etc.  Communication protocols – Open Charge Point Protocol (OCPP), open protocol, proprietary, etc.  Point-of-Sale (POS) options – Credit, debit, mobile, PCIDSS - Payment Card Industry Data Security Standard,Europay, MasterCard and Visa (EMV) etc.  Current industry processes/practices, billing, etc.  How to integrate the current State contractors for credit card processing into EVSEs 4. Contractor Payment Acceptance 7. The State is looking at an alternative payment acceptance solution which does not use the preestablished ePayment MSA contract. Under this scenario, the contractor would be responsible for the entire ePayment acceptance process including the holding of State funds. Under normal circumstances, a contractor would have to be approved as a “Fiscal Agent” of the State to hold State funds. a) The contractor shall collect monies, on-behalf of the State, from customers for charging station transactions. The EVSE should allow the use of State Government employee issued parking card or prepaid monthly card to operate the EVSEs. The EVSEs should be equipped with RFID readers that comply with applicable industry standards (i.e. ISO/IEC 14443, 18092, etc.) and be able to identify pre-authorized EVSE users. Smart Card Reader 12.
