Breakthrough Center Knowledge Management System

Specifications: Purpose: This project requires the Contractor to provide services to support the ongoing development and implementation of a school-improvement knowledge management system (KMS) for the Breakthrough Center through a web-based platform. The functions of the KMS are to provide a repository of information and resources on school turnaround, broker and deliver online professional development, serve as a vehicle to support local school systems and schools in navigating the complexities of school turnaround, facilitate cross-district sharing and partnerships, and communicate the impact of the Breakthrough Center and archive its evolution as statewide system of support. Background: On August 24, 2010 Maryland was awarded one of the federal government’s Race to the Top (RTTT) grants. In Maryland’s RTTT Application support to low-achieving schools and districts is emphasized throughout section (E) Turning Around Low-Achieving Schools. As part of an emerging field of study – the “turnaround discipline,” the Knowledge Management System is designed to provide and share information on turning around lowachieving schools and sustaining improvements over time. A main focus of the KMS is to provide specific, research-based best practices and strategies regarding school turnaround to district leadership, school principals, and their supervisors so they can apply strategies that positively impact student achievement in these schools. Nature of Work: Meet with the Executive Director of the Breakthrough Center at a meeting at the Nancy S. Grasmick Building on 200 W. Baltimore Street, Baltimore, Maryland 21201 to discuss and establish workflow responsibilities and timelines within 10 days of notification of award. The contractor shall: • •

Critique the current Knowledge Management System via the Breakthrough Center website and recommend improvements based on the stated functions. Expand online repository of resources on school turnaround based on the work from the 2012 and 2013 cohorts for Academy for School Turnaround, an extensive review of the literature, and information from policy and non-profit organizations involved in the study and support of school turnaround. The repository must include but not limited to annotated bibliography, research-based practices for effective school turnaround, citations of effective practices, and information documented by governmental or nonprofit organizations related to turning around low-achieving schools. Incorporate the work of the Academy for School Turnaround into a electronic format that can be housed on the Breakthrough Center website. Develop online professional development that compliments the content for Academy for School Turnaround. Revise and expand the online Community of Practice for School Turnaround with 1

resources and opportunities for collaboration and discussion. Develop communication documents that describe the functions of the Breakthrough Center and the support it can provide to Maryland school districts and Priority and Focus schools. Create an online archive of the work of the Breakthrough Center including the case studies from the Center for Application of Innovation Research in Education.

Meet on a regular basis with MSDE and/or other selected participants to review, revise, and monitor the content and presentation materials. These meetings may take place face-to-face at the Nancy S. Grasmick Building on 200 W. Baltimore Street, Baltimore, Maryland 21201, by telephone, or virtually (to be determined). Partial/Multiple Consultants: The MSDE reserves the right to award contract to multiple consultants for the services and materials required in this RFQ. Offeror Qualifications: A.

Essential Requirements: The Offeror shall address the following areas in their response to the RFQ. Essential requirements include, but are not necessarily limited to the following items. Numbered responses to each must be included in the proposal. 1. Demonstrated knowledge of current trends, research, and expertise related to best practices in school leadership, instruction, and student services related to lowachieving schools. 2. Demonstrated knowledge and/or expertise related to statewide systems of support for low-achieving schools. 3. Evidence of professional development designed for school turnaround leaders, both principals and principal supervisors. 4. Demonstrated experience in the design of online professional development sessions for adult learners and with differentiating content. 5. Demonstrated experience in developing website content for school turnaround.

B.

Education Requirements: The Contractor’s key personnel and/or staff shall possess, demonstrate, and provide the following qualifications: a. Masters level degree in education, professional development, leadership, or administration with a focused background or experience with adult learners.

b. A minimum of three years experience designing professional development and resources for adult learners preferably regarding low-achieving and turnaround schools. Term Of Contract: Contract shall begin on May 16, 2014 and terminate on September 30, 2014. Submission: The Offeror must submit a letter of interest, resume that demonstrates the required qualifications for the services required and the signed (using a blue ink pen) bid form Exhibit A to provide the service detailed in the Nature of Work. The submission must be received by the submission time and due date. ¾ Exhibit A: Cost per day or per hour is to include all costs incurred both direct and indirect in delivering a product or service, which includes, but not limited to travel, lodging, food, etc.

Place of Work: Work shall be completed at the contractor’s place of business. Most Favorable Bid Price: The State reserves the right to award the contract to the responsive and responsible bidder submitting the most favorable bid price for providing the goods and services, as specified in this RFQ. Submission Due Date: The interested individuals must submit a resume, letter of interest, and the signed (using a blue ink pen) bid form (Exhibit A) by 2:00 p.m., May 5, 2014.
