PRESIDENT’S COLUMN by Rob Johnson
The annual meeting of the membership of CCHOA was held at Kiker Elementary on March 25. For those who can’t wait a year until the minutes are distributed at the next annual meeting, here’s a brief recap of the highlights: Ken Rigsbee gave a brief presentation on behalf of the Circle C Political Action Committee. The Circle C PAC is an independent organization that is not formally connected to CCHOA, but grants membership to all Circle C HOA members. Two of the leading Austin mayoral candidates also gave presentations. Lee Leffingwell and Brewster McCracken each gave presentations and took many questions from our members. It was a very open discussion, and the candidates certainly got an opportunity to hear the issues that are on the minds of our members. It is fair to say that those who attended the meeting learned far more about these candidates than could ever be learned from media coverage or campaign pamphlets. The Board expressed its thanks and bid farewell to outgoing Director Cynthia Moreland, who was instrumental in working with our landscaping committee to create an extensive request for proposals and bidding process for our current landscape contract. Of course, the primary business of the meeting was the election of new directors. We had four outstanding candidates running for two positions. After all four candidates addressed the membership, the votes were cast and resulted in Mary Goehring being re-elected for a full term, and Joel Pace being elected for a first term. An amendment to the bylaws was also on the ballot and was approved by the members. The result should be two different options for a potential candidate for director to get their name on the ballot. Finally, the Board provided the members with an overview of the Association budget, as well as an update on amenities projects and development activity in the immediate vicinity. The meeting concluded with an open questionand-answer session that covered a range of topics, followed by the ritual stacking of chairs. It has been my privilege to serve as President for the past year. Upcoming work and travel requirements for my law firm have convinced me that I should not run for re-election as President, so this will be my final President’s (Continued on Page 2) Copyright © 2009 Peel, Inc.

Since we are very close to finally completing the transfer of land and funds for the West Pool project, the office witll soon require more time and energy than I will likely be able to provide. We have an excellent group of Directors, and I have no doubt that an outstanding group of officers will step forward to expand on the momentum we have built this year and push the West Pool project toward completion. As always, we thank you for your continued support, and look forward to the challenges and opportunities that the coming year will undoubtedly bring.

Greenbelt Fire Alert
Attention Homeowners Who Back to Open Spaces We Need Your Help in Keeping Green Spaces Clean and Preventing Wildfires. Over the past month, the CCHOA has systematically conducted a thorough review of all of the “greenbelt” (drainage, parkland, open space, karst feature, etc.) areas located behind homeowner residences. We have sent a number of letters out to residences in these areas to employ your cooperation in removing trash and brush from the greenbelts. Since we are in a prolonged drought, it is critical that you do not deposit any materials in the greenbelts and that you clean up any waste you have placed there in the past. The following rules apply for these areas. If you live in an area that is owned by the Circle C Homeowners Association the area is regarded as a passive green open space to enhance natural views.

Prohibited activities: • extending your lot and placing private possessions on CCHOA owned land • vehicles, including bikes and motorized vehicles • dumping • building tree houses, batting practice, kids activities, biking • letting your dogs run loose • in general, anything that disturbs your neighbors If you back to park land or any land owned by the City of Austin: These parcels are generally drainage easements and waterways. We have coordinated with the City of Austin environmental department to obtain regulations for these areas.

Barking Dogs – Dispute Resolution In March we ran an article on how to handle a barking dog complaint. We would like to also recommend another option, dispute resolution, for handling barking dog issues amongst neighbors. The Dispute Resolution Center offers mediation services for $35 per party. Someone who has a problem with a neighbor can contact the DRC to request a mediation. The staff at the DRC will then contact the neighbor and try to find a time to schedule a mediation at the DRC. We encourage anyone who does have an issue with a neighbor’s barking dog, first speak with their neighbor and share their concerns.

Submitted by Denise Nordstrom, CCHOA Manager The Homeowners Association drives 2-3 sections of the neighborhood per month. Now that spring is here, we will be focusing on landscape issues such as grass and/or weeds over 6 inches, dead vegetation, inconsistent or dead turf and trees and/or shrubs in need of trimming. If you receive a deed restriction violation notice, PLEASE CALL the HOA office at 288-8663. It’s impossible to know everyone’s individual situation, so we appreciate communication from you. If you have a deed restriction to report, you may submit the specific address at info@ circlecranch.info or give us a call at 288-8663. CCHOA News Continued Circle C Landscape Update- (Continued from Page 8) Starting May 1, all residents are required to comply with the City of Austin Water Conservation ordinance which limits watering with sprinkler systems to 2x per week and only between the hours of 7 p.m. to 10 a.m. in the morning. It’s time to get those kiddos signed up for swim lessons! Summer is approaching and classes are filling up fast. Circle C Swim Center is committed to providing a quality swim lesson program through trained and experienced instructors and a low student/ teacher ratio. There are over 70 classes offered this spring and summer including: Parent & Infant (6-18 months) Parent & Toddler (18-36 months) Jellyfish (3 yrs.) Pollywog (4-5 years Beginner) Minnow (4-5 years Intermediate) Sting Ray (4-5 years Advanced) Level 1, 2, and 3 for ages 6-13 Morning and evening classes are available for most classes. Trash and Recycling Containers to be Screened at All Times

While we understand it is hard to find a place for two trash cans, other neighbors have succeeded. In closing, please be respectful and courteous of others in the neighborhood. Try your best to find a place to store your trash/recycle cans out of sight and don’t leave them out in the street or in plain sight on off days. Texas Leaf Cutting Ants
Submitted by Wizzie Brown Leaf cutting ants are large, reddish ants with spines on their thorax. Worker ants come in a variety of sizes. The ants build large colonies, usually with many terrace-topped mounds that have a central opening. Colonies can contain millions of ants and cover large areas of land. Leaf cutting ants typically forage in thick trails. During the summer, foraging takes place at night when temperatures are cooler, but can occur at any time of day during the rest of the year. These ants damage plants, causing defoliation by removing leaves and buds. Small trees can sometimes be completely stripped overnight. The ants eat a fungus grown on the plant material they harvest. If you have leaf cutting ant mounds, you can broadcast a bait product such as Amdro Ant Block. Amdro Ant Block is a hydramethylnon bait labeled for leaf cutting ant control in urban areas. If you have foraging holes and trails, you can treat these areas with a residual contact insecticide dust or spray. Girl Scout Troop 2109
Helps The Littlest Victims of Homelessness Have Sweeter Dreams.
Submitted by Jan Kagy Rhianna, Miranda, Rebecca, Sofia, Maddie, Krystiana, and Ashley from Troop 2109 have completed their Bronze Award. The Girl Scout Bronze Award is the highest honor a Junior Girl Scout can earn. It requires her to learn the leadership and planning skills necessary to follow through on a project that makes a positive impact on her community. Working towards this award demonstrates her commitment to helping others, improving her community and the world, and becoming the best she can be. We worked with an organization called Project Night Night to collect stuffed animals, books, and blankets, assemble the items together into “Night Night” packages and deliver the packages to 2 Austin Children Shelters. Project Night Night improves the lives of homeless children by providing them with a "Night Night" package. We chose Project Night Night because it shows that you don't need to be an adult to make differences in the world. It is also something that you can relate to yourself. What if one day you were homeless? How would you feel if you got a bag with stuffed animal, book and more? We had a collection drive for these items at our elementary school in addition to accepting these items from Girl Scouts and others in the community. We also made no-sew blankets to complete the packages as needed. Additionally we collected toothbrushes and toothpaste for the shelter. We delivered more than 75 "Night Night" Packages to Austin homeless children and supplied the shelter library with more than 200 books.

Two volunteers from the Board have spent many hours of their own time walking, not just this block, but the entire neighborhood, picking up what inconsiderate pet owners have left behind, in some cases multiple piles of waste in one small area. This shouldn’t have to be the responsibility of just two individuals – cleaning up others’ messes. Every resident has the responsibility to look at their Street Yard Area and clean up anything that shouldn’t be there, including dog poop. Of course it’s unfair that the “perpetrator” is not being held to task to do the cleanup, but not knowing who is responsible isn’t an excuse to have an eyesore remain on your property for all to see. It also places a burden on the landscaping crew when mowing around and sometimes over it. Please routinely eyeball your Street Yard Area (especially the stretch of curb grass) and help keep the “beautiful” before “neighborhood” when describing Park West. Thank you from the Board. This includes, in addition to our neighborhood streets, Lot 103 and all of Circle C proper, including the park. Walking an unleashed pet is in violation of City of Austin ordinances, Circle C Covenants and Park West HOA rules. • The speed limit on all Park West streets is 20 mph. There are signs. Please slow down. • Remove those unsightly oil stains on your driveway as part of routine driveway/Street Yard Area maintenance. Helping Hands Glynda Eschle is a volunteer in the Hugs and Kisses Project, a national effort to support U.S. troops, sponsored locally by the Oak Hill United Methodist Church. Hugs and Kisses are made with strips of fabric filled with small salt crystals that, when submerged in water, aid in keeping a soldier cooler in 100+ degree weather and can be used multiple times. Glynda’s group mails a box of these along with other home made treats to a soldier, with enough for everyone in his or her troop. The rules require that to send a box they must have a specific soldier’s name. Coincidentally, the name of Ruthie Bolsen’s grandson, who is stationed in Afghanistan, had been posted on our bulletin boards! Glynda says she was thrilled to
be able to send a box to someone she knew. Truly a labor of love, the group welcomes any support toward the expense of the crystals and postage. Good Neighbors of the Month Ruth Bolsen has two nominations for good neighbors. The first, Darv Winick, saved the day (and important messages!) by repairing the east mail center’s front bulletin board which was about to pull loose from its anchoring. He didn’t just fix it by replacing a nail or a screw……he removed the entire bulletin board and reinstalled it. Ruthie says she has seen many things Darv has built and he doesn’t do anything half way. She’s confident that the bulletin board will now be secure for a very long time. The second is Glynda Eschle for her dedication and contribution to the Hugs and Kisses Project, mentioned previously in Helping Hands. If you know someone who should be given credit for being a good neighbor, please e-mail their name(s) and a brief description of what good deed they’ve done to

By Fernando M. Velasco • General Manager and Director of Tennis • Circle C Tennis Club In the last issue, I gave you some tips on how to start playing the “game of a lifetime”. In this issue, we will give you some tips on how to select the proper racket, strings and shoes. Rackets for children are available in different sizes. We normally measure the height of the child and recommend a very inexpensive strung racket that will match their size. Rackets are available in 19”, 21”, 23”, 25” and 26”. They become a little heavier and stiffer as they become larger. Small children usually play with special “nerf ” and “soft” tennis balls to give them the confidence to follow through their strokes. For adults, we fit the racket according to their size of hand and swing speed. Beginners usually need a thicker and lighter frame, since they have a tendency to “punch” the ball. As they become more comfortable on swinging through the ball, players will require a more flexible and heavier frame. A good Tennis pro will recognize their
needs quickly and recommend the proper frame. Strings can vary from inexpensive nylon strings to sophisticated gut or the popular “hybrid” strings that most hard hitters will use. For shoes, we recommend using only “tennis shoes” since they will provide the best arch, heel and side support tennis players need to make the sharp turns and stops that the game requires. Walking or running shoes are not safe for tennis and will cause players to develop foot and leg problems. In the next issue, I will give tips on how to practice with friends on the tennis court.

Circle C Ranch Recent Rains a Boom for Wildflowers, Especially Hardier, Late Bloomers AUSTIN, Texas — Cooler-than-average temperatures and rain in recent weeks should help bluebonnet blooms last longer while boosting the flowering of late spring bloomers, according to a University of Texas at Austin expert at the Lady Bird Johnson Wildflower Center. “The rain has an immediate effect on wildflowers blooming early in the season,” said Damon Waitt, the center’s senior botanist. “It also helps with the growth of plants such as Indian blanket that are preparing for a late spring and summer showcase.” The rains in Austin and elsewhere have not yet been enough to dispel the drought that has plagued Central Texas. But pockets of early bloomers such as bluebonnets received enough moisture to put on good shows in some traditional strongholds, such as west of La Grange along Highway 71 in Fayette County, and northeast of there on Highway 105 between Navasota and Montgomery. Bluebonnets and Indian paintbrush are also plentiful off Interstate 45 east of Bristol in Ellis County. Meanwhile, east of San Antonio, good sightings have been made by center staff of Engelmann’s daisy, Texas ragwort, Drummond’s phlox and other early spring bloomers along Highway 123 south of Seguin and Highway 80 north of Nixon. Rain lilies have been sparse near San Antonio due to the infrequent rains, and pink evening primrose hasn’t had the banner year in some places that it did last year. But late spring bloomers look to be luckier. As a result of temperatures and other conditions that benefit their growing season, the upcoming winners will likely include black-eyed Susan, Mexican hat, Indian blanket and plains coreopsis. Like all other native plants, though, seasonal wildflowers have more to overcome than just the drought. “They’re also being challenged by invasive plant species like turnip weed, or bastard cabbage,” Waitt said, noting that he’s spotted large infestations of the Mediterranean invader with highlighter-yellow flowers along most major roadways in Austin. “Certain exotic plants are a concern because they displace plants that naturally occur in Texas without providing ideal wildlife habitat and other benefits of native vegetation.” Waitt is acting board president for the Texas Invasive Plant and Pest Council. His hobbies include knocking the flower heads off bastard cabbage whenever he encounters them on quiet stretches of roadway. He also oversees the Invaders of Texas Citizen Science program and a new program at the Wildflower Center called the Eradicators. Managed by staff members Travis Gallo and Carrie McDonald, the program teaches volunteers to identify and remove invasive plant species in Austin parks in collaboration with the Austin Parks and Recreation Department. Every summer Kidsave brings older orphaned children to Austin, and other U.S. cities, to participate in our 5-week Summer Miracles program. Summer Miracles “shines a light” on children the world has forgotten.
