November 6 to 12 h 2018 - Rio de Janeiro - Brazil For the team competition, a team consists of five (5) categories. The weight categories extra Iight (-60Kg) and haif-heavy (-1 00Kg) will expire. These are foliowing weight categories: Men team -66, -73, -81, -90, +90Kg Women team -52, -57, -63, -70, +70Kg Ali participants in the competitions must be entered in e iist of accredited competitors and their entries must be confirmed at Iatest during the preiiminary techinicai meeting. NOTES: • • • •

OnIy military personnel in active duty may participate in the competitions (C1SM Reguiations, Art. 7.21). CISM Judo Sports Committee members are authorized to participate and will not count against their nation's composition of the mission. Participation of inactive member nations is not authorized (CISM Reguiations, Art. 7.24). Ali of the participants are asked to present the foliowing documents during the preiiminary inquiry meeting: - A valid miiitary identity card for those who are authorized to present their miiitary identity cards abroad. - A form of verification of miiitary status (the OC will provide the format upon the arrivai of the missions). - A valid passport.

Access to the location of the com petition.

Ali Missions must arrive at the internacional Airport do Rio de Janeiro (G1G), Santos Dumont Airport (SDU) or at Novo Rio Bus Terminal, in Rio de Janeiro. The OC is responsible for the round-trip local transportation from the officiai pick up point to the accommodation site. Travei costs to and from Rio de Janeiro will be responsibiiity of each participating missions. in case of other type of transportation is going to be used, such as Military Aircrafts or iand transportation, the delegations must inform the OC, and provide the detaiis of these arrangements.

During their stay the missions are guests of the Ministry of Defense of Brazil. The event will take place in the facilities of the CEFAN, iocd at Avenue Brasil, 10590 - Rio de Janeiro - RJ 6/15

Board and lodging will be provided for ali participants, as weil as transport for ali CISM reiated events. Participants will be required to pay extra expenses sucL as teiephone calis, laundry, additional food and beverages. Nations arriving before November 6 1, 2018 and departing after November 12th 2018 will be responsible for ali expenses incurred during the period outside the officiai competition dates and has to coordinate in advance with 00. in accordance with the Statutes and traditions of C1SM, any poiiticai or and reiigious action during the competition, in particular the dissemination of propaganda documents, pictures, clothing, brochures, reviews etc, is strictly forbidden. Any contravention will result in immediate exclusion and deportation of such nation. Additional people will not be accepted without official written permission of the Organizers, or the additional accompanying persons shaii pay for their own hotel accommodation. Medical emergencies (first aid) will be under the responsibility of the 00. Routine medical care will be under the responsibility of each mission. lhe organizer will provide medical support during ali scheduled competition, at emergency levei only. Ali participants must travei with their own inherent medical coverage and/or insurance. Special medical treatment will be under the responsibility of the participating nations. lhe 00 is NOT responsible for: - Hospitalizations; - Surgical operations or other special treatments; - Repatriation in case of decease by illness or accident; - Other expenses on account of illness/accident such as compensations, loss of income etc. lhe local currency is the Brazilian Real.

Regulations of the championship. • CISM Regulation, Edition July 2017. • Rules. The CISM Judo Regulations in conjunction with the most updated International Judo Federation (IJF) Rules, the CISM Regulations (edition May of 2018), as weli as local rules as discussed in the Preliminary Meeting will apply throughout. lhe latest version of the CISM Judo Sport Reguiation can be retrieved from: http://www.milsport.one/sports/judo • Rules IJF would be changed a last time in March, so it was the last rules who will be applied for the 38 t World Military Judo Championship and will be announced at the preliminary meeting. • In case of conflict, CISM Regulations will prevail.

F. Anti-doping • Anti-Doping tests will be conducted in accordance with the CISM Regulations Chapter IX, CISM Anti-Doping Ruies, the concerned CISM Sports Regulations, 715

the concerned International Federation Ruies (FINA), ali WADA ruies, mainly the World Anti-Doping Code and the International Standard for Testing. The number and type of tests, as weli as the athietes to be tested shall b determined by the CISM Anti-Doping Commission. These procedures will folio the appropriate CISM Test Distribution Piam (TDP). NOTES: • In case an athiete has a Therapeutic Use Exemption (TUE), the Chief of Delegation shouid send this TUE to the CISM GS no later than 30 days prior to the Opening Ceremony. • In case an athiete does not have an approved TUE and is taking forbidden medications (prohibited Iist by WADA), he/she shouid submit a request of TUE to CISM GS no later than 30 days prior to the Opening Ceremony. After this period, the athiete assumes ali risks regarding the anti-dong reguiations. • The TUE and the request (both cases above) will be submitted to the CISM AntiDoping Commission/TUE Commission for analyses and further approvai.

G. Uniforms • Uniforms are mandatory. Ali participants will be required to wear summer miiitary dress uniform for opening and closing ceremonies. Civiiians will wear appropriate summer business attire during the ceremonies. • Each participating nation shall provide the OC with minimum one (1) nationai flag (size 0,75m x 1 ,5m) and their respective Nationai Anthem (CD ar MP3 file).

Customs and visa procedures • The missions are responsibie for having the necessary customs documents upon arrivai in Brazii. For information on immigration requirements, piease contact the Brazilian Embassy serving your country.

Registration forms deadlines • Preliminary agreement of participation. Annex 1 to be submitted before 6tJu1y 2018. • Final entry-Composition of the Mission Annex 2a and Commitment by the Chief of Mission Annex 2b to be submitted by 6t1 September 2018. • Flight Information Annex 3 by 231d October 2018. • Any nation withdrawing from participation after submitting Annex 2a and 2b, and falis to notify the Organizing Committee accordingly will be held responsible for ali related costs incurred by the Organizers.

NOTES: • Any nation that withdraws from participation in a competition for which it had sent in the Final Entry, shail notify the organizers at Ieast 1 (one) month before the opening ceremony with copy to the CISM GS. Any nation not so informing the host nation wiII be subject to disciplinary action (CISM Reguiations, Art. 112). • On the Final Entry form, the participating mission has to indicate a valid and operated phone and fax number, as well as an e-mail address in case the Organizing Committee needs to contact it. • It is mandatory that each deIegation submits with the Fin&i Entry digital photos of ali members of the delegation, as foIiows: - Photo wearing military uniform, without beret, informing name and rank (according to the TABLE OF NATIONS RANKS); - To be uploadabie into the special accreditation system, the photographs must be in *ipeg *jpg or *pflg formats, with a maximum file size of 512Kb and a minimum image size of 420 pixeis wide by 525 pixeis high.

Article 1.10. RIGHTS OF MEMBER NATIONS A.

PARTICIPATION - MILITARY STATUS Only military personnel on active duty in Armed Forces may take part in A. cornpetitions organized by CISM. No one may be recalled to active duty in the Arrned Forces for the purpose of B. participating in a CISM cornpetition. in the case of an interrnittent military service, the athletes reguiariy recailed may not take part in CISM competitions, under any circumstances, if more than 18 months have elapsed between this recail and the end of their last cali to arms. Exceptions to the above may be authorized by the General Assembly, upon O. recornmendation of the Board of Directors. AlI military participants in a CISM event shall be in possession of proper D. documentation which signifies active military service of the member nation he represents. The documentation can be: 1. A valid military identity card for those athletes who are authorized to present their military identity cards abroad. 2. A forrn of verification (in Engiish and/or French) of military status accompanied by a passport. By signing the final entry, the Chief of Delegation confirms the military status of E. the participating athietes. If there are last minute changes in the participation of the 12/15

If one of these documents is not available, participation is refused.

Article 7.24. PARTICIPATION OF AN INACTIVE MEMBER NATION Athletes or teams of an inactive member nation may not participate in any CISM event (art 1.10 of the Regulations).

Articie 7.30. CHIEF OF MISSION A.

Chief of Mission 1.

Chiefs of Mission shall be familiar with CISM reguiations.

2. Missions must not only participate or be present at sports events, they are also required to participate in information conferences on CISM, study days, commemorative and cultural events and ceremonies organized by the host nation.

B.

Conduct of a mission

1. The Chief of Mission is responsible for the behavior of his team in sports and general discipline. He shail ensure that members of his mission respect the rules and directives prescribed by CISM and organizers of the championship. The respect of schedules is particularly important as they form the basis for the effective conduct of competitions and ceremonies. 2. The Chief of Mission shall also enforce the rules concerning behavior and dress during the ceremonies. He plays an important role in promoting the CISM spirit among his mission, a spirit represented by friendly attitude towards other missions, courtesy towards organizers and fair-play in competition.

Article 8.6. ABSENCE OF A MISSION WITHOUT NOTIFICATION If a mission which submits a preliminary agreement and/or final e fry is absent without notifying the host nation in time, a sanction will be imposed (CISM Regulations, Art. 1.12).

Article 8.17. RULES OF STAY A. General 1. The Chiefs of Mission are responsible for the discipline of their mission. The missions fali under the jurisdiction of the organizing nation. During events, ali athietes present on the piaying fields are equal before the jury, the referees and to themselves. No one may use his rank to impose his views on sports matters. 2. Civilian members of the missions shall conform to the discipline accepted by ali other participants. B.

Military uniforms

1. Unless otherwise approved by the Officiai CISM Representative, ali participants shall wear military uniform during official ceremonies such as the opening 13/15

Individuais without proper uniform will not be allowed to participate in the charnpionship. 2. The presentation of medais takes place, in principie, during the closi ceremony. The presentation of medais may be done in sports uniform, if organizational reasons it is not possibie to wear military uniforrns. This is the case e.g. when the presentation imrnediately foliows a charnpionship sports event. Sports uniforrns shail respect the corresponding nationai criteria (trainino suit, sports shoes, etc.) Displaying the nationai fiag on the podium by the recipient çathiete or team) at a medai awarding ceremony is forbidden. Individuais failing to respect these prescriptions shall not receive their medal(s) during the official cerernonies. C.

Forbidden actions

1. In conforrnity with the statutes and traditions of CISM, any poiitical or religious propaganda during a CISM event, in particular the dissernination of docurnents, pictures, brochures, reviews, etc. is strictiy forbidden. 2. Articie 8.19. ACCOMODATIONS E. Ali missions, inciuding those of the host nation, shail be accornrnodated under the sarne conditions. If the conditions are in accordance with the CISM norms and standards, the rnissions are expected to accept the accornmodation provided by the organizing nation. G. ( ... ) Any mission that does not accept the accommodations provided by the organizing nation and judged as adequate by the Officiai CISM Rpresentative will not be allowed to participate in the championship.
