NOTIFICATION (Imposition of Minor Penalty)

No.2592-IR-III/2013:     Whereas  disciplinary  proceedings  were  initiated  against  Mr.  Ali  Akbar  Tunio,  IRAO,  (BS-16),  RTO-III,  Karachi  under  the  Government  Servants  (Efficiency  &  Discipline)  Rules,  1973  vide  Charge  Sheet  dated  17-05-2013  on  the  charges  of  "Inefficiency  & Misconduct".   2.   Whereas  Mr.  Sajidullah  Siddiqui,  the  Additional  Commissioner  (IR),  RTO-II,  Karachi  was  appointed  as  Inquiry  Officer  by  the  Chief  (Management)  /  Authorized  Officer,  who  submitted  his  report  and  concluded  that  the  officer  has  been  found  guilty  of  unusual  delay  in  completion of de-registration process for a period of 42 days.   3.   Whereas  on  the  basis  of  above  report  a  Show  Cause  Notice  was  served  upon  the  officer  and  he  was  also  provided  an  opportunity  of  personal  hearing  on  23-10-2013.  The  reply  of  the  officer  during  the  course  of  proceedings  were  found  not  satisfactory,  therefore  the  Authorized  Officer  has  imposed  a  Minor  Penalty  of  "stoppage  of  one  annual  increment  for  a  period  of  one  year"  on  the  officer  under  Rule  4(1)(a)(ii)  of  the  E&D  Rules,  1973,  for  his  negligence in completion of de-registration process.   4.   Mr.  Ali  Akbar  Tunio,  IRAO,  (BS-16),  RTO-III,  Karachi  shall  have  right  of  appeal  to  the Appellate  Authority  under  Civil  Servants  (Appeals)  Rules,  1977  within  a  period  of  30  days from the date of communication for this Notification.
