The Flint Inquisition Begins

T

Two significant developments related to the Flint, MI, lead-tainted water crisis popped up recently and, sad to say, I’m not surprised. As the repercussions continue to reverberate, public pressure mounts on local and state officials who in any way could be held culpable for the disaster. Now, predictably, it is time for those politicians in charge to assign blame and try to right their sinking ship. Michigan Attorney General Bill Schuette has filed a civil lawsuit against both Lockwood, Andrews & Newnam (LAN) and water operating company, Veolia, claiming their negligence caused and exacerbated Flint’s water crisis. When political careers are at stake, the list of candidates to take the fall can broaden in scope no matter how much it is offtarget. The engineering firm of LAN, along with Veolia, were hired by the city of Flint to aid with its major water issues. LAN and Veolia represent easy targets. Someone has to pay for the state and city’s mistakes, so why not outsiders? This makes for great headlines to help assuage public sentiment against state officials. Ironically, a task force appointed by Michigan Gov. Rick Snyder largely blamed the state for the emergency and didn’t even mention LAN in its comprehensive report. Most likely the Michigan Attorney General knows he doesn’t have much of a case either. This is a civil lawsuit, not criminal. Odds are it will never make it to court. But if it diverts attention and political heat away for even a short time, it’s an effective gambit. From the attorney general’s perspective, the best case scenario would be for LAN and the state to settle out of court. The worst case scenario would be that the attorney general drops the case after much investigation and due diligence, but not without admonishing LAN for moral turpitude in the execution of its fiduciary responsibilities towards the citizens of Flint and Michigan. Either scenario may be morally flawed, but that’s generally how this type of lawsuit plays out. Kudos to LAN for deciding not to

Both companies are vigorously fighting back and producing a paper trail demonstrating their fulfilling of fiduciary efforts. LAN specifically warned the city of Flint about corrosion issues and the needs to test the system extensively when changes were implemented. The warnings fell on deaf ears. In fact, LAN’s scope of work was reduced to the point that the engineering firm was not involved in water quality determinations in any form. The second very interesting development was also somewhat ironic. It was revealed that Michigan Attorney General Schuette’s investigation is now asking to more than triple the amount previously allocated by the state. Originally, $1.5 million was allocated so the attorney general and the law firm hired to handle the investigation, Flood Law, could determine fault. That was apparently not enough. The attorney general is asking for an additional $3.4 million. Explained a spokesperson, “The attorney general is running an independent, broad-based investigation team that will leave no stone unturned. That is what the citizens of Flint, and Michigan as a whole, want and deserve.” Of course, there was no comment on the fact that

the hired-gun law firm, Flood Law, is a major campaign contributor to both the attorney general and the embattled governor. Ultimately, people want and need answers as to how this disaster could have happened. But politically, it presents a nightmare. A scapegoat is needed and the way this investigation is proceeding, it is increasingly taking the path of a witch hunt rather than simply seeking the truth. I concur that the blame needs to be properly addressed and those responsible removed from their positions to avoid further errors in judgment, and even held accountable within the parameters of the law. There seems to be plenty of blame to go around ranging from local officials blindly following bad advice from the Michigan Department of Environmental Quality to the federal Environmental Protection Agency – all of which should absolutely be held responsible for ignoring warnings signs and sound engineering practices. (Ironically, one of those companies issuing strong warnings and waving caution flags was LAN.) At some point the childish fingerpointing and inane attempts to blame someone needs to stop. It smacks of political desperation and grandstanding. Perhaps the Michigan attorney general does have some kind of smoking gun document that would implicate LAN and Veolia, and if so, they should be prosecuted. Most likely, however, no such evidence exists outside of hearsay and inaccurate assumptions generated by those officials themselves up to their necks in alligators and seeking to deflect blame. Flint, the state of Michigan and the EPA need to accept their missteps, figure out what went wrong immediately and implement proper procedures so these mistakes are never repeated. The repercussions are just too horrendous to do anything else.

NEWSLINE LATEST INDUSTRY DEVELOPMENTS Municipal Water Infrastructure CAPEX To Exceed $532 Billion By 2025 According to Bluefield Research, capital expenditures (CAPEX) for U.S. municipal water and wastewater utilities are expected to exceed $532 billion between 2016 and 2025, almost 28 percent more than CAPEX during the last 10 years. A significant decrease in federal funding for water utilities -- $4.3 billion in 2014 from $16 billion in 1976 – passes the burden on to states, municipalities and, ultimately, ratepayers. While residential and sewer bills have increased annually since 2000, 5 percent and 20 percent, respectively, their impact is expected to continue falling short of infrastructure needs. With most of the CAPEX over the forecast period – almost $300 billion – going towards upgrades to address the 1.6 million miles of rapidly aging underground water and wastewater pipe networks, Bluefield Research anticipates a surge in new infrastructure technology, such as cured-in-place pipe rehabilitation and pipe bursting replacement, to extend network life with limited system disruption. A critical input to addressing overall system issues most efficiently will be found through data and analytics solutions, or “smart water.” Bluefield forecasts this burgeoning sector to total $12 billion over the 10-year period. “Unfortunately, all of this spend is not expected to cover the full cost to catch up to an aging system, particularly if the federal government is not going to step in,” said Reese Tisdale, president, Bluefield Research. “It is for this reason, among others, that public-private partnerships will begin to take on greater significance. They enable deployment of more advanced solutions in an industry that does not lack technology options, but rather capital.”

NJ Superior Court Sides With PennEast Pipeline A New Jersey State Superior Court judge clearly rejected a lawsuit filed by HALT, an association of New Jersey landowners in its attempt to prevent the PennEast Pipeline from being built. Dismissing the complaint for trespass and nuisance filed by HALT and several of its members, the court denied their attempt to stop PennEast from taking project-related surveys. PennEast will resume and complete surveys where there is landowner permission, and continue working toward project approval. “We respect the rights of every landowner, and have worked tirelessly to engage in a respectful dialogue that has, in many instances, resulted in modifications to the route and reduced landowner impacts,” said Pat Kornick, spokesperson for PennEast. “We’re pleased the Court agreed with PennEast and dismissed the claims.” Representing a $1 billion investment, the 118-mile, primarily 36-inch, underground PennEast Pipeline will reduce energy costs and increase energy security for New Jersey and Pennsylvania families and businesses, support thousands of jobs, and deliver clean-burning, American energy.

PG&E Fined $24.3M For Poor Record Keeping

San Francisco Baykeeper and the city of San José announced a legal agreement to make the Bay Area’s largest city a greener one. As part of the agreement, San José has committed to make significant future environmental investments by implementing more stormwater capture projects, or “green infrastructure.” The anticipated long-term benefits include a reduction in pollutants entering creeks, recharging of groundwater supplies and beautification of the city landscape. Urban stormwater runoff is considered to be the largest source of pollution in the San Francisco Bay. When rain falls on streets, roofs, parking lots and other hard surfaces, it washes trash and other pollutants into gutters and storm drains. In most area cities, storm drains empty directly into the Bay, or into local creeks and rivers that flow to the Bay, without filtration or treatment. In addition to its commitment to implement a more robust green infrastructure program, San José will take further measures to target trash and potential sewage discharges. The City will provide $1 million to the San José Parks Foundation for installation of more capture systems that collect trash from stormwater before it reaches rivers and streams, and for improvement of its sanitary sewer system to prevent sewage from potentially migrating into the storm sewer system.

State regulators are seeking $24.3 million in penalties from California’s largest utility for failing to maintain accurate records of its natural gas distribution system. These are actually additional fines, on top of $10.8 million for a 2014 natural gas explosion that destroyed a cottage in Carmel. Investigations into the matter determined that PG&E relied on inaccurate records of underground gas lines, which led to pipelines being damaged by excavators, interrupted gas service and the explosion in Carmel.

Governor Pushes For Bigger Role In Alaska LNG Megaproject Big oil producers are expressing serious doubts about moving forward with a multibillion-dollar liquefied natural gas export project in Alaska at a time when world energy markets are flooded with fuel and natural gas prices are half of what they were two years ago. But that isn’t stopping Alaska Gov. Bill Walker (I), who insists the state can commercialize the 34 trillion cubic feet of natural gas available on the North Slope even if one or more of its oil industry partners decides not to move forward with the proposed project. Beyond that work, the project’s future is uncertain due to the collapse of world oil and gas prices. In an effort to maintain the project’s momentum, the Walker administration is proposing a new plan for bankrolling construction by raising funds from longterm, third-party investors. Meyer argues that this arrangement would give the state greater control over the project, while lowering its fiscal risk. Under this approach, the oil companies would be gas shippers instead of equity owners in building the project. Walker faces an uphill battle in selling his new financing and management model to the oil producers and the Republican-led legislature. And the original alliance is approaching critical decisions that will determine the fate of the project between now and the end of the year. Representatives of the three oil companies have told state legislators they’re open to hearing more about Walker’s proposal. BP and Exxon Mobil officials say they’re willing to consider moving forward with the next stage of technical studies under the existing Alaska LNG business plan, which are expected to cost up to $2 billion. But ConocoPhillips officials say they aren’t ready to commit to that expensive research “in the current price environment.” State legislators are dubious about Walker’s proposal to take control of the venture at a time when Alaska’s industry partners are worried about its economic feasibility. “You’ve seen a fundamental change in market conditions,” said Sen. Peter Micciche (R). “And if the people that have the most experience on the planet are concerned about the viability of this project, I think we should share in that concern.” August 2016 Underground Construction

Infrastructure Vision 2050 Names “Dream” Phase Winners American Equipment Manufacturers (AEM) has announced five winners in the second, “Dream”, phase of the Infrastructure Vision 2050 Challenge. Launched earlier this year, the three-phased competition challenges a community of innovators to reimagine personal mobility, freight movement, and utility infrastructure components and systems in the United States. The Infrastructure Vision 2050 Challenge is part of a larger thought-leadership initiative launched by AEM last year that will develop a long-term, national vision for U.S. infrastructure. The “Dream” phase generated 30 submissions from individuals and teams in the U.S., Canada and throughout the world. A five-person panel of experts judged the submissions based on the degree to which the proposed solution improved infrastructure capacity, safety and connectivity, and on the innovativeness and viability of its implementation. The winning “Dream” submissions include: • InfinitPipe: A Breakthrough for the Pipeline Industry – a new product and production method for the pipeline construction and repair industry to manufacture joint-less composite pipe onsite. • One Crack Away From a Disaster – a multi-component water infrastructure repair system that utilizes drones and virtual reality to conduct inspections and repairs. AEM launched the third, “Build”, phase of the Infrastructure Vision 2050 Challenge on July 13. Pipeline Safety Bill Becomes Law; New Proposed Regs Become More Significant

T

The Environmental Protection Agency’s (EPA) new rule requiring transmission pipelines to plug methane leaks at compressor stations includes some softening of earlierproposed requirements, but will still impose substantial costs as companies move to repair leaks at new or modified compressors and controllers. The rule was issued under the Clean Air Act, and represents the Obama administration’s next step in limiting greenhouse gas emissions, of which methane is the most environmentally hazardous. Natural gas pipeline companies will have to both reduce methane emissions and plug equipment leaks when they become apparent. In terms of concessions that the EPA made, it decided to not finalize requirements for pneumatic pumps used at compressor stations, because available information was not reliable. In a statement, Don Santa, president and CEO of the Interstate Natural Gas Association of America (INGAA), said that while he is disappointed the EPA proceeded with the rule, he was pleased “that EPA listened to our concerns about the time frame for repairs at compressor stations.” Kyle Isakower, vice president of regulatory and economic policy, American Petroleum Institute, said, “It doesn’t make sense that the administration would add unreasonable and overly burdensome regulations when the industry is already leading the way in reducing emissions. Imposing a one-size-fits-all scheme on the industry could actually stifle innovation and discourage investments in new technologies that could serve to further reduce emissions.” Pipelines must use a technology known as optical gas imaging to conduct a leaks survey. Optical gas imaging equipment uses a special camera to “see” emissions of methane and VOCs. Owners/operators may use

Method 21 as an alternative to optical gas imaging. For new and modified compressor stations, operators must conduct the initial survey within one year after the final rule is published in the Federal Register, or within 60 days of the startup of a new or modified compressor station, whichever is later. Monitoring must be repeated quarterly following the initial survey. Santa said the INGAA remains very concerned about EPA’s insistence on quarterly monitoring at compressor stations. Moreover, he is disappointed that the value of EPA’s decision to allow a more economic leak-detection method – Method 21 – was undermined by the very low leak threshold of 500 ppm. “The rule does nothing to integrate new scientific data on methane emissions from this sector, which clearly shows that very few large leaks account for the vast majority of emissions,” added Santa. “Rather, EPA accepted a leak detection and repair approach, which is much more costly and less effective than the directed inspection and maintenance (DI&M) approach proposed by INGAA.” The EPA does not break out what it thinks will be the cost of compliance to the transmission industry. Rather, its estimate includes a number of sectors within the oil and gas industry, such as hydraulically fractured gas well completions and equipment leaks at natural gas processing plants. Those sources have emission limits for volatile organic chemicals, but not GHGs. That said, the total capital cost, not reduced to account for methane capture, would be $250 million in 2020 and $360 million in 2025.

Faster Approval Of LNG Exports Close To Passage The House passed a bill (H.R. 4909) which would require the Department of Energy to make a decision on an

application to export liquid natural gas (LNG) within 30 days after either of two federal agencies completes an environmental review of the project. Those agencies are the Federal Energy Regulatory Commission and the United States Maritime Administration. The provision was dropped into a much larger, must-pass bill called the Fiscal 2017 National Defense Authorization Act (NDAA). It passed the House by a vote of 277-147 with bipartisan support, which bodes well for its prospects in the Senate. The Senate will almost certainly pass a fiscal 2017 defense authorization bill. It is not clear whether the LNG provision will be included in that bill. If not, it will be an issue for the House-Senate conference committee. But the Senate has already passed an energy bill (S. 2012) which includes an amendment that would force the DOE’s hands after 45 days. The LNG export applications at issue are those for export to countries with which the U.S. has no free trade agreement. Where such agreements do exist, the DOE essentially approves the export application automatically. But applications to non-FTA countries have often been held up for years at the DOE. “U.S. LNG exports will create American jobs, significantly strengthen the global energy marketplace and bolster our strategic alliances,” said American Petroleum Institute Executive Vice President Louis Finkel. “Action by the U.S. House of Representatives to approve LNG exports provisions as part of the defense authorization bill further cements the critical role U.S. energy plays at home and abroad.” Domestic manufacturers have opposed the speeding up of LNG export approvals to non-FTA countries for fear that some of the cheap gas they are enjoying will be diverted abroad, where it attracts higher prices.

Electronic Reporting To OSHA For Utilities, Construction The new requirements from the Occupational Safety and Health Administration (OSHA) just keep coming. A few months ago, it was the silica final rule. Now the agency says companies will have to send injury and illness reports which they already prepare to the agency in electronic form. The rule has different requirements depending on a company’s size. Businesses with 250 or more employees must send their Forms 300, 300A and 301 to OSHA or OSHA’s designee on an annual basis. Smaller companies with 20 or more employees but fewer than 250, in certain designated industries, will have to electronically submit information from Form 300A. Those designated industries include utilities and construction. There will apparently be two options for reporting. One would be an OSHA developed web-based reporting system where companies go online and fill out forms. The other would be companies using the same web portal but transmitting forms they have already prepared with their own software. The initial reporting deadline is Jan. 1, 2017, so there is a lot to be done to clarify these data reporting issues in the next few months. OSHA estimates that this final rule will have economic costs of $15 million per year, including $13.7 million per year to the private sector, with costs of $7.2 million per year in electronic submission for affected establishments with 250 or more employees, and $4.6 million in electronic submission for affected establishments with 20 to 249 employees in designated industries. With respect to the anti-discrimination requirements of this final rule, OSHA estimates a first-year cost of $8 million and annualized costs of $0.9 million per year. Legalized Marijuana

Creates Workplace Challenges No question about it, drugs in the workplace are dangerous. Drug use on construction job sites poses risks to the drug user, coworkers, employers and the public that are more serious than in other work environments. Drugs often abused can include prescription medications and illegal drugs, particularly cocaine, methamphetamine and marijuana. However, many consider marijuana a less dangerous, acceptable, recreational drug. It is now fully legal in Alaska, Colorado, Oregon, Washington and the District of Brandon Kochen, Columbia. The trend continues to be increased tolerance K. R. Swerdfeger Construction of marijuana use and possession, with several other states legalizing medical marijuana and others have decriminalizing its possession. Even so, what does that mean in the workplace? How does it impact those in construction – including utility providers and the contractors who serve them – especially in states where the drug is now legal? Underground Construction discussed the issue with management personnel from two contractors based in states where marijuana is legally sold. Brandon Kochen is human resources manager for K. R. Brandon Kochen, Swerdfeger – We are a based in Colorado construction company where the use of medical/recreational marijuana is now legal. Although we haven’t witnessed major marijuana problems on our job sites, we have been challenged with finding drug-free applicants to fulfill the staffing needs within our company. We also have had an unusually high number of failed drug tests since the use of marijuana has become legal. The types of drug testing our company performs are preemployment testing, post-accident testing, random testing, reasonable suspicion testing and return-to-duty testing. Travis Flowers, Brotherton – Brotherton Pipeline has not had any worker/job site related issues regarding marijuana use since its legalization.

What is your company’s policy regarding drug use by employees? Kochen – Our company does not allow any illegal drug use of any kind, as we fall under the regulations of the United States Department of Transportation’s regulated drug testing program. The department’s Drug & Alcohol Testing regulation – 49 CFR Part 40 – does not authorize the use of Schedule I drugs, including marijuana, for any reason. Federal law preempts any state or local law, rule, regulation or order.

allowed in our company and all illegal drug use is handled the same. Although recreational/medical marijuana is legal in the state in which we reside, it remains a Schedule I drug and is not allowed under DOT and PHMSA federal law. Flowers – Our drug and alcohol policy prohibits all drug and alcohol use with equal levels of severity. How is pot smoking on job sites handled? Kochen – We have had a couple of incidents. We tested the employees under our reasonable suspicion testing program and the employees did fail the drug test, resulting in termination. A drug program was offered but the individuals declined to participate. Flowers – We have not had any issues or incidents involving marijuana being consumed in any form on job sites. Has legalization of marijuana increased job-site abuse? Kochen – I can’t say for sure if jobsite abuse has increased, but I can say that our drug test failure rates have increased significantly since the passing of legalized marijuana.

Flowers – Brotherton Pipeline has a zero tolerance policy for all drugs. Federal DOT and PHMSA supersede any state laws; our company policy is reflective of the federal laws.

Flowers – We have not had any worker/job site related issues regarding marijuana use since its legalization. We conducted toolbox training immediately following the legalization of marijuana to offer clarification regarding the drug, alcohol and safety policies of the company, and how we must comply with company standards, as well as federal standards.

Are standards for prohibition of drug use all encompassing, or is abuse of prescription drugs, alcohol and marijuana handled differently than “hard” drugs?

Could it be an issue for personnel who legally purchase pot in one state and take it with them to work on a project in another state where possession is illegal?

problem for individuals and employers who operate in states that have yet to legalize marijuana. Flowers – At Brotherton Pipeline, our workers understand that everyone’s safety and employment is dependent upon a drug-free workplace. Marijuana will not be an issue, whether at home or on the road. Other comments specifically regarding marijuana? Kochen – I feel that Colorado’s legalization of marijuana has had a negative impact on our state, our communities and our workforce. I believe it has also impacted economic development in a negative manner. Flowers – Although there may have been confusion on the subject for many companies, we strive to remain proactive on these matters, through education and training. Overall, what are the keys to developing and implementing a successful workplace drug program? Kochen – I would suggest educating current employees and all future potential candidates. Keep up with laws that pertain to your business and the regulations that must be followed. Flowers – We ensure that all employees receive frequent training and that they review and acknowledge our drug and alcohol program, as well as our disciplinary action program. All supervisors are given annual Reasonable Suspicion Training and we are members of the PTC (Pipeline Testing Consortium) to ensure ongoing random scheduling of accident related screenings, pre-employment screenings and DOT record keeping. Superstore Concept Sets Georgia Underground Apart

T

Twenty-five years ago, David Bartosh quit his job at an equipment rental store to establish an underground construction supply business in the Atlanta, GA, area. Bartosh’s new company was a parts supply and service business operated from his home garage. Operations soon moved to a 700-squarefoot rented space. As business grew, several moves were made to larger and larger buildings. Today, the home base of Georgia Underground Supply Inc. is a 61,000-squarefoot facility in Forest Park, GA, near the Atlanta airport. A second 41,000-square-foot store opened in Dallas, TX, in 2013. Early on, Bartosh knew he wanted his supply business to be “different,” and he believes several things set Georgia Underground apart from other suppliers serving the underground construction market. For example, inventory. At any given time, Georgia Underground superstores have more than 6,000 different items worth about $5 million in stock, ready to pick up. There are shovels, duct and duct couplings, underground vaults and boxes, wire and cable, paving patch, safety products and protective equipment, confined space entry equipment, trencher chain and teeth, and vibratory plow blades. For horizontal directional drilling (HDD) customers, there is a broad selection of drill pipe, bits and backreamers, sondes and sonde housings, pulling swivels, fluid additives and much more.

Showroom Products are displayed in an easyto-navigate “showroom” more like a retail store than construction supply house. Well-known brand names include Dura-Line, TT Technologies, Wacker, Railhead, Premier Pipe, Condux and Pengo. “We have about everything that is needed for any underground construction project,” said Bartosh. “We are a one-stop source for those in the underground construction business. I am not aware of any other operation serving the underground market like we do.” For example, he said, specialty supply houses have a very narrow focus: electrical, plumbing, etc. Big supply operations have huge, very broad selections, but don’t carry many of the specialized underground products available at Georgia Underground. “Equipment dealers sell and service equipment and parts to fit their product line, but don’t stock conduit, cable and other essential supplies,” Bartosh continued. “Need a customcut length fiber cable? We’ll sell you what you need, so you don’t have to buy a whole reel. With HDPE conduit, we also stock shorter put ups for small jobs.” Service is the other thing that sets Georgia Underground apart from

conventional suppliers. “Buy a tool or pump or generator from an electrical supply house and if there’s a problem while the product is under warranty, the buyer has to make the claim. Out of warranty, the buyer is on his own,” said Bartosh. “For many products, there may not be a local source for repairs. We service everything we sell.” In addition, members of the sales

staff not only know the products they sell, but understand how they are used. “With our inventory and knowledge of the underground industry, customers can depend on us for sound recommendations about what will best serve their needs,” Bartosh said. “Our continuing goal is to remain relevant and provide added value wherever we can.” Underground Construction August 2016

Such an attitude and performance brings respect from both customers and the companies whose products are distributed. “I always have admired Georgia Underground for its ability to offer one-stop shopping,” said Tim Grimsley, senior vice president of Dura-Line, a leading manufacturer of communications and energy infrastructure products and systems, including conduit, cable-in-conduit, pipe and accessories. “The facilities,” Grimsley continued, “are organized and well stocked. You literally can come in and load up everything you might need to build a communications network – from a simple shovel or safety vest to HDD drilling pipe and downhole tools, locaters, duct, handholds, cable – everything in one location.” Grimsley said when Dura-Line hires new sales people, they often are sent to Georgia Underground. “We tell them that this is what a stocking distributor should be,” he added.

Birth of a concept

Reflecting on the establishment and early days of the business, Bartosh said pneumatic piercing tools played a role in developing the Georgia Underground business model. “When I was still at the rental store, we were renting a lot of TT Technologies piercing tools to underground contractors,” he explained. “But we didn’t repair them, and there was no place locally that did it either. “After a demo one day, Eddie Ward [TT Technologies representative for Grundomat] and I were talking about that, and Eddie said, ‘Why don’t you start a company and take over the line, sell them and repair them, too.’” It wasn’t long before Bartosh did exactly that. He left the rental company, started his distributor business and entered into an agreement with TT Technologies to sell and service its piercing tools. “The lessons I learned were that

when a contractor needs something, he needs it now,” said Bartosh. “And further, if something breaks down on a job, it needs to be fixed or replaced immediately. I wanted my supply company to be ‘different,’ and these were two ways to do it.” Georgia Underground continues to be a distributor for TT Technologies products. “Georgia Underground has been a great business since day one,” said Chris Brahler, president and chief executive officer of TT Technologies. “Great people, great work ethic. Very good outside people who know how to take care of customers. Everyone is committed to customer service.”

Growth continues Bartosh sees a bright future. Additional stores are possible, and he is considering manufacturing some of the light equipment used by the industry. “We serve the same basic market categories we always have,” said

Bartosh, “but we are flexible to make changes and adapt to changing needs. “We’re seriously into fiber now, selling cable, cable blowers, fiber installation and testing equipment, closures, everything fiber. With companies such as Google, Verizon, AT&T and all the independents expanding and upgrading their systems, we continuously find new opportunities to expand and service the underground construction sector in a comprehensive manner.” Georgia Underground hasn’t done much advertising, depending on recommendations of satisfied customers to bring in new customers. The company began publishing catalogs and introduced a website that has become a source for online sales throughout the country. Building A Culture Of Safety It helped us confidentially gather the perception of everyone on our team, from laborer to leader. How does a formalized safety program fit into building a safety culture? Henschel – The formal program serves as a guideline that sets the expectations for training, compliance and performance for all levels of the organization, including management. This helps to ensure adequate training is developed and helps to drive accountability. Parker – A safety program is compliance-based and can get a company part of the way to a positive safety culture, but not to a world-class safety culture. One has to build onto the compliance portion of a program to focus on behavior, solid root cause analysis and investigation programs that identify gaps in the system. A major component of the program should identify that the focus is not on blaming employees for incidents, but encourages employees to speak up and actively participate in the safety planning for projects and much more. For our company, we’ve moved beyond the standard safety program version 1.0 and moved to Safety 2.0, where we are building and developing our positive culture. What part does training play? How important is continuous, regular training? Henschel – Effective training gives employees the skills they need to identify unsafe conditions; it’s absolutely vital to establishing a safety culture. Our programs include: • On-board training, conducted for newly hired employees. • Annual safety training, tailored to satisfy the needs of each work group. • Weekly tailgate safety training to review training materials on topics that are relevant to the current job site. • JSA meetings are held at least daily to discuss job site specific hazards. This helps to drive awareness among all crew members, and may be conducted by anyone on the crew.

Parker – In our organization, there are two parts to safety training: safety culture and compliance. Compliance training ensures we meet all of our client’s requirements, as well as those of the regulatory agencies overseeing the work. Training begins with new hire orientation and continues throughout the careers of our employees. We offer refresher compliance training on an annual, or as-needed, basis. The safety culture training is much different. It starts as a separate discussion that our leadership has with our newly hired employees, and continues from that day forward. We then have leadership courses including the OSHA 20 Hour Leadership program, and an in-house developed program called Stepping Up To Supervision. In 2015, we added the Caterpillar Pipeline Safety Leadership training program to our curriculum. How does management “sell” safety to its employees? Henschel – Through education and leadership. Safety training for crew foremen and leadership should include components on how to effectively coach their employees. Managers must constantly encourage open communication, make safety a priority and lead by example. This includes coaching crew foremen on how to mentor and train their crew members to work safely. Parker – Management sells safety in many ways. First, leading by example. Are they visiting job sites and wearing appropriate PPE, participating in the morning JSAs, and focusing on safety as much as they do production or quality? Are they asking safety-related questions of everyone on the project, from project manager to laborer? Words spoken by management are a critical part of selling safety, and not just during the weekly safety calls or during a company stand down. Everything from management has to have a safety component, and not the standard question of “how’s our schedule looking?” Management sells safety by holding employees accountable, both positive and negative accountability; recognizing employees when they go above and beyond normal safety responsibilities; rewarding the team for safe observations and paus-

ing work when unsafe conditions are observed. All of this goes a long way to selling safety to employees – they see it in action, not just hear the talk. Does recognition of safety achievements encourage safety? Henschel – Recognition of a job well done always is appropriate. However, it’s important to note that reward programs (incentives) can actually have the opposite effect if not properly administered. A good reward system is based on recognition of positive behavior, such as identifying and correcting unsafe behaviors, unsafe conditions and reporting near misses to prevent others from making the same mistakes. This helps to drive awareness and fosters more open communication. Conversely, rewarding or providing incentives for reaching a goal can sometimes result in employees refusing to report an incident in order to achieve the goal. This type of reward system can break down the lines of communication, making management less aware of job site conditions. Parker – To some degree it does as pipeliners are competitive by nature. It’s in our DNA to be first and the best. Friendly competition with not having any incidents can help, but it also can hinder the culture we are trying to build. It’s a double-edged sword. We don’t want incidents to be swept under the carpet due to competition as we’ll lose the opportunity to learn from them. So it can help and it can hurt; it depends upon how management portrays the incident. In a positive safety culture, the incidents will be reported and recognized through sharing and learning from incidents or near misses. It’s all in how things are spun by our leadership. We prefer to recognize safe behaviors or observations and active safety participation during planning, morning JSAs, and helping others be safe. We also have a more formalized recognition program, the Safety Commitment Coin, when someone goes above and beyond normal safety responsibilities. The Coin recognition comes directly from the president or senior leadership in a special setting, and is later broadcast to everyone in the company in a quarterly newsletter.

How can employees at every level be encouraged to be responsible for safety? Henschel – I think this is the most challenging aspect of developing a safety culture. I believe it starts on day one with employees being told that they have “Stop Work Authority.” If they feel that a task they or others are being asked to do is unsafe, or they haven’t been properly trained for the task, we expect them to speak up to the leadership on site before continuing, and escalating the matter further if necessary. We continue to encourage personal responsibility through all manners of education, both formal classroom training and informal onthe-job training, which helps to keep safety at the forefront of daily work lives. Any employee may be called upon during daily JSA or weekly tailgate meetings to assist in leading the meeting, or to assist in identifying hazards on the job site. Management must stay actively engaged in the process. Parker – The key is making it personal at every level. When everyone on the team believes that management cares about safety for personal reasons and not the bottom line, then people start to believe. We want everyone to understand that incidents can occur in a split second, and that everyone needs to analyze the hazards and risks for the tasks at hand so that everyone goes home to friends and families each day. We want everyone to be part of the solution to preventing an incident in the future. Some incidents can have life-altering results – loss of sight or limb, or even a fatality. But if everyone is working together and as “my brothers’ and sisters’ keeper,” everyone goes home safely. How can a safety program evolve with changing needs? Henschel – Although government regulations and client requirements are a driving force behind a safety program’s evolution, companies must also consistently review their programs to ensure proper fit for specific work activities and regulations. and attending conferences can be a great source of information. As needed, reaching out to industry experts or third-party auditors to review existing programs could also be helpful. Parker – Our work environment and workforce are constantly changing, and our safety programs need to change with them. Our younger workforce is much more in tune with computer training, use of electronic devices, apps and ever-changing technology. Safety programs also have to change with what we are seeing in our data and incident trends. Our Near Miss Program has gone a long way in helping us change how and what we are training everyone in. Several years ago, we also started tracking and trending high-potential incidents and near misses to help us try and prevent significant incidents from occurring.

What are the most common mistakes management makes in attempting to develop a culture of safety? Henschel – Failing to stay engaged in the process. Simply developing a safety program and delivering training once a year is not enough. Implementing policies that encourage reprimanding over behavior correction can be harmful. While disciplinary action can be an important tool for repeat offenders, educating and establishing a culture that focuses on accountability should be the preferred method. Parker – A common mistake would be a firm belief that the existing culture is far more developed or even positive than it actually is. One needs to be realistic and evaluate the perceptions of employees towards safety, and see if they are in alignment. Having over -confidence of where the culture stands on the journey to safety excellence can have some poor consequences. A second mistake is maybe not realizing how much of an impact what they say and do as leaders has on the safety culture. How would you describe your organization’s safety culture? Daytona Raising Project Creates Speedway For Attendees Stormwater Drainage Ditch Becomes Wide Pedestrian Walkway

A

As the Daytona Speedway continues its $400 million construction project, one key part was the improvement to nearby roads that would enable the smooth flow of some 100,000 spectators before and after a race or event. Existing stormwater ditches were replaced by a closed drainage system with wide sidewalks on top. Completed in June 2015, the new stormwater drainage system is part of a 1.38-mile design-build project on US 92 – International Speedway Boulevard ‒ between Williamson Boulevard to Midway Avenue. For the ditch in-fill, more than 30,000 linear feet of large-diameter (18 to 48 inches) polyolefin pipe was used. “This was a design-build job, so we could use the ADS HP pipe instead of RCP,” said Chad Hazen, manager, Hazen Construction LLC (New Smyrna Beach, FL.) “Essentially, the job is going from storm box to storm box to collect all that drain off from the road. On International Speedway Boulevard there were two gigantic ditches on both sides that were right in the way of pedestrians. You have the entire right-of-way effectively being a ditch with a little tiny sidewalk. When you have 150,000 race fans leave after the race, it’s a lot of bottleneck congestion. They decided

to pipe the ditches to create a 10foot wide sidewalk on both sides. “The idea was that the roadway had closed-flue inlets – 132 of them that allowed the water to drain off the road through this concrete flume and then it just dumped into the ditch. The question was how do we capture all that runoff and get it into the trunk line? That trunk line was anywhere from 18 inches all the way up to 48 inches, the biggest pipe we laid on this job. When you’re weighing that and you’re collecting all the rain off the road, how do you get from the main line to the flume up there? Basically it was an 18-inch pipe that would connect into that flume and then allow all the runoff of the water to make it to the trunk line. “The biggest advantage we had was that this pipe is very rigid, which is good because Florida DOT projects require you to laser profile and check for joint gaps, cracks and ovality of the pipe,” Hazen continued. “With laser profiling, the FDOT could say that a pipe is no good and you have to go and do the repair. ADS came up with this product which is very rigid so it never goes out of round. “The other advantage is that the pipe easily goes home and you don’t have a joint gap because of the amount you can insert into the

bell end. It is so great that even if you don’t home it up all the way, FDOT will still recognize it as a watertight joint.

Pipe A product of Advanced Drainage Systems Inc., ADS HP storm pipe is a high-performance polypropylene pipe for gravity-flow storm drainage applications. According to ADS, the pipe couples advanced polypropylene resin technology with a proven, dual-wall profile design for superior performance and durability. The smooth interior wall offers additional strength as well as superior flow. It meets ASTM F2736, ASTM F2881 and AASHTO M330 for the respective diameters. On the Daytona job, the pipe was buried with cover ranging from 3 to 9 feet of native soil. “We had five crews with about five people in each working at the peak of the job laying different lines at five different locations, which all connected at the end,” Hazen explained. On Bayless Boulevard, the water ultimately drains into a 5- by 10-foot box culvert, goes underneath the road and then into a canal – the Bayless waterway – that eventually goes under I-95 and ultimately ends up miles away in the Tomoka River.

To connect the laterals to the trunk line, Inserta Tee units from ADS were used. “We generally use a box,” Hazen stated, “but using the Tees was approved by everybody, which saved some money and made it possible for the job to be installed a lot quicker than using pre-cast structures. We had used the Tees on other smaller projects with HP, but this is the biggest to date. Planning is being finalized on a Geotechnics for Trenchless Construction short course co-sponsored by the Colorado School of Mines Center for Underground Construction and Louisiana Tech’s Trenchless Technology Center. The three-day session will be held Nov. 1-3 at the Colorado School of Mines (CSM) campus in Golden, CO. It is co-sponsored by Underground Construction. Broadly defined, geotechnics applies knowledge of earth sciences to engineering that relates to the earth’s crust, soil, rocks and other materials. This new course will cover all aspects of geotechnical engineering for microtunneling and trenchless construction and will be instructed by the foremost industry

experts, said Trenchless Technology Center (TTC) Director Tom Iseley, Ph.D., P.E. Dr. Pricilla Nelson, department head and professor for the CSM department of mining engineering, said “Trenchless construction has a growing and bright future in the United States, and it is important to create profes-

Portuguese Translation Of Trenchless Technology Book Published In Brazil In June, the Brazilian Association of Sanitary and Environmental Engineering (ABES), in partnership with the Brazilian Association of Trenchless Technology (ABRATT), held a one-day workshop and book-signing event in Sao Palo for the Portuguese translation of Dr. Najafi’s book, Trenchless Technology: Planning, Equipment and Methods, published by McGraw-Hill in 2013. More than 200 engineers and contractors attended this event. An additional 50 professionals on the waiting list could not attend due to space limitations. The workshop was chaired by Sérgio Palazzo, director of ABRATT, which is part of the International Society for Trenchless Technology. During the workshop, Najafi presented on UTA’s Center for Infrastructure Research and Engineering’s (CUIRE) experience with university/industry collaborations. After the presentations, a reception with a book-signing event featuring Najafi was held. It is hoped that publication of the book will enhance the quality of trenchless projects in Brazil.

South Central NASTT Chapter, CUIRE To Present Trenchless And Pipe Conference On Tuesday, Aug. 23, the newly formed South Central Chapter of NASTT will hold a one-day trenchless technology and pipe conference in collaboration with CUIRE on the campus of UTA. The program will start at 8:30 a.m. with welcome presentations, followed by two technical presentations: New Installations and Pipeline Renewal/ Replacement. ICPTT 2016 Successfully Held In Guangzhou, China More than 400 people attended the International Conference on Pipelines and Trenchless Technology (ICPTT) 2016 held July 7 - 8, at Zhujiang Hotel and Convention Center in Guangzhou, China. Keynote and technical presenters came from the U.S., China, Germany, France and other countries. A technical tour of the Herrenknecht manufacturing facility was held on July 9. Attendees were able to see two 12-foot tunneling machines ready to be shipped to Dubai for the subway project. There were 25 companies exhibiting pipeline rehabilitation and inspection products and services, such as CCTV equipment, CIPP and manhole rehabilitation products. Additionally, Drillto Trenchless Company of China demonstrated two horizontal directional drilling rigs. The next ICPTT conference will be held on October 2017 in Wuhan, China. understanding the science of jetting sewers By NASSCO Member Pete Kurz, Sales Manager, Virginia Public Works Equipment

Cleaning (jetting) sewers has evolved significantly since the late 1970’s. With a variety of equipment, operating at a wide range of pressures and flows, sewer cleaning is quickly becoming a science. To continually train, inform and keep crews safe, NASSCO offers the Jetter Code of Practice. The latest version (#2) was published in 2006, and recently NASSCO’s O&M Committee has been tasked with a review and update in an effort to keep up with the evolving technologies. That process should be complete by the NASSCO Annual Conference in February, 2017. For now, let’s take a quick look from a high level view at some of the factors involved in jetting sewers.

The first step is to know what the job at hand entails, including: • The sewer classification (storm, sanitary or industrial) • Pipe diameter • Length of the pipe • Structural condition of the pipe • Pipe material • Type of debris present (grease, sand, gravel, blockages, roots) From that point, one can select what type of jetting equipment is needed to complete the task. There is a useful chart in the Jetter Code of Practice which should always be referenced for appropriate pressure and flow, but generally speaking: • Low flow machines are used on small diameter pipes • High flow machines are used on large diameter pipes • Low flow machines operate at a higher PSI • High flow machines operate at a lower PSI • High pressure for knocking out blockages • High flow for moving material Lower flow machines tend to be trailer jets with a smaller water capacity and ½” to ¾” hose. To put this in perspective, a 15 gpm machine will use 300 gallons of water in 20 minutes. High flow machines, however, are usually truck-mounted units with a larger water capacity and 1” to 1 ¼” hose. In this case, an 80 gpm machine will consume 1,500 gallons of water in 19 minutes. Using the correct machine for each job is critical to a safe and successful cleaning process. Once the appropriate machine is identified, it is then time to select the safest and most efficient cleaning tool (nozzle) necessary to clean the pipe. The first step is to calculate the operating pressure at the end of the hose (the formula is also found in the Jetter Code of Practice). In order to calculate pressure, you must know the gpm and psi of the water pump, as well as the diameter and length of the rodder hose. Once you have this information, you can calculate the pressure drop at the end of the hose. For example, an 80 gpm 2500 psi pump with 500 feet of 1”hose will lose 870 psi at the end of the hose. In this case, the true operating pressure would be 1630 psi. After the analysis, the most appropriate nozzle can be matched to the equipment. Nozzles come in a wide variety of configurations with different efficiency ratings, from tier 1 to tier 3. These ratings of efficiency have to do with the method of

manufacture and design of the internal passages and jets. Higher tier ratings are more efficient then lower tier ratings (usually at a higher cost). Nozzles are also specifically designed for many different tasks, including cutting grease, moving sand, penetrating blockages and cutting roots, to name a few. Generally speaking, the wider the nozzle’s jet pattern (30 to 35 degrees), the more effective the cleaning. The narrower the jet pattern (15 to 20 degrees), the better the thrust. Rotary nozzles are good for cleaning grease. Wedge shaped nozzles with a forward jet are good for penetrating blockages. These are just two examples of many configurations to meet specific needs. Now consider the method of cleaning. A very full pipe needs to be cleaned in stages with multiple passes, or dams will be created and the hose may get stuck. An older deteriorated pipe might require lower pressure, or damage to the pipe may occur. Smaller, shallow sewers with laterals at 3 and 9 o’clock should use lower pressure (1,000 psi) and flow (30 gpm) while cleaning to avoid the risk of “blowing a toilet”. Finesse and patience separate the amateurs from the pros. While selecting the most appropriate machinery and nozzles is critical to an effective result, safety is the number consideration. Pay attention to and be aware of: • Operator training on the specific machinery being used • Machinery should be in good working order • Appropriate traffic control and work zone definition • Properly rated rodder hose matched to the pump output • Hose condition (inspect for cuts and abrasions) • Tiger tail hose guard (to prevent cuts and abrasions) • Proper fittings matched to the hose • Eye protection • Face protection • Noise protection The bottom line: By following some simple guidelines, you will operate more efficiently, do a better job for your customer and keep your personnel safe. Before sending a crew out to a job, do your homework and pay attention to the details. The NASSCO Jetter Code of Practice is a resource at your disposal, along with a video titled “Introduction to Sewer Cleaning with Jetter Equipment” which provides practical guidelines and real-life examples of best practices in safe jetter cleaning. Hobas Pipe Used To Rehabilitate Niagara Falls Sewer In providing water and sewer services to 50,000 people through more than 16,000 residential, business and industrial accounts within Niagara Falls, NY, and adjoining areas, the Niagara Falls Water Board (NFWB) continually invests in infrastructure to maintain facilities while economically providing customer service. A prime example of this is the Iroquois Street Sewer Lining project. Originally built in 1917, the 54-inch diameter Iroquois Street Sewer is constructed of segmental block pipe. While past repairs on sewers and tunnels provided some good benefits, prominent infiltration – estimated at about 5 mgd – was discovered several years ago in a 2,220-foot length of the sewer. Upon further investigation, the problem “evolved into serious sewer structural and longevity concerns,” said John Goeddertz, Ph.D., senior project manager, AECOM. “Due to the depth of the sewer, industrial nature of the surrounding land and presence of interfering utilities, a minimal amount of excavation was preferable,” added Goeddertz. “The specifications were written around sliplining the sewer and connecting tunnel with a small variety of acceptable liners.” “The specifications were written around sliplining the sewer and connecting tunnel with a small variety of acceptable liners.” AECOM also determined that a 36-inch, inside-diameter liner pipe was suitable for conveying the anticipated sewage flow, and use of only one push pit would minimize the potential for uncovering contaminated soils while excavating.

Yarussi Construction of Niagara Falls, NY, installation subcontractor on the project, selected the Hobas gasket-sealed, centrifugally cast fiberglass reinforced polymer mortar (CCFRPM) pipe over the other two, fusion-welded – acceptable materials. As part of the sewer cleaning operation, intermediate manholes were excavated and a mandrel was pulled to verify proper clearance for liner insertion. Once the host pipe was prepared, Yarussi inserted liner pipe southward and northward from a single push pit. In all, 1,175 feet of the segmented block sewer were cleaned and lined. The stretch was completed by open cut methods into the rock tunnel section, again using Hobas pipe. Recorded loads reached maximums of approximately 10,000 pounds on the northward run, and 21,000 pounds southward, with a calculated friction factor of 0.21 and 0.45, respectively – “very typical in our sliplining installations,” said Rene Garcia, Hobas engineering supervisor. “The principal goal of the project was to reduce inflow and infiltration, and the results have been promising, reducing chemical usage and pumping costs at the treatment plant, while also reducing wet-weather combined sewer overflow,” said Richard Roll, NFWB technical services director. “In addition, an old sewer in the process of failing has been replaced with one expected to provide many decades of reliable service.”

In a spin-off from the Hertz Global Holdings Inc. car rental business, Hertz Equipment Rental Corp. has become Herc Rentals, a stand-alone and publicly traded company listed on the New York Stock Exchange under the symbol “HRI.” Herc Rentals is a premier, full-line equipment-rental supplier with 280 company-operated branches, principally located in North America; more than 4,600 employees; and 2015 revenues of nearly $1.7 billion. It serves key markets including commercial and residential construction, industrial and manufacturing, refineries and petrochemicals, civil infrastructure, automotive, government and municipalities, energy, remediation, emergency response, facilities, entertainment and agriculture. Herc Rentals estimates its customer mix for all divisions is 50 percent national accounts and 50 percent local customers. Earthmoving equipment makes up 19 percent of its fleet mix by average fleet original equipment cost (OEC), while aerial equipment represents 27 percent OEC. The company says its total OEC is $3.5 billion. market CERF Changes Name To Canadian Equipment Rentals Corp. The shareholders of CERF Inc. (Canadian Equipment Rental Fund) have voted to change the name of the company to Canadian Equipment Rentals Corp. (CERC). This rebranding reflects the company’s expanded rental offerings into new market segments, including large industrial projects. The strategy will create more market diversification for the company and generate synergies between the various operating divisions of the company, officials said. CERC has three operating divisions: Energy Services, General Rentals and Waste Management. The Energy Services division operates under Zedcor Energy Services and rents surface equipment, downhole equipment and accommodations to the Western Canadian oil and gas industry. The General Rentals division, operating as 4-Way Equipment Rentals Corp., supplies industrial and construction equipment. The Waste Management division, MCL Waste Systems and Environmental Inc., is engaged in waste facilities management and collections. The company also announced that it has successfully sold various pieces of under-utilized rental equipment from both its Energy Services and General Rentals divisions for about $3.2 million. Michels Canada Expands Headquarters In Nisku, Alberta Michels Canada recently doubled the size of its headquarters in Nisku, Alberta, to reflect its commitment to serving customers and continuing its growth in Canada. “Last year was a watershed year for Michels Canada in terms of the industry milestones we achieved,” said Gary Ziehr, vice president. “We are honored to be considered among the nation’s most elite contractors and proud to have a facility that will support our ongoing evolution.” The expansion project transformed Michels’ 3,600-square-foot office building and 7,500-square-foot shop into a two-story structure with 6,900 square feet of office space and a 10,500-square-foot shop. The facility was strategically designed to be flexible, collaborative and environmentally efficient. Located near Edmonton, the expanded facility and yard is a convenient hub for Michels’ operations throughout Canada. Michels provides advanced construction services to a variety of markets, including oil and gas, communications, heavy civil, power delivery, and sewer and water. Most notably, Michels has successfully built mainline pipelines of all sizes and complexities throughout Canada’s remote wilderness, oil sand mines and urban areas. The technologically advanced Nisku facility is decorated with Canadian Aboriginal art to reflect Michels Canada’s culture. In deference to its connection to Michels Corporation, the facade and accents throughout the building are made from 45,000 pounds of red granite imported from one of Michels Corporation’s quarries in its home state of Wisconsin. Imperium Imperium Inc.’s latest ultrasound camera and rugged controller system, the AcoustoCam i700, allows for inspections to continue without shutting down pipelines or pressure vessels. It improves inspections on straight beam applications, such as composites and pipeline corrosion mapping, as well as angled beam inspections for weld and TOFD. The AcoustoCam i700 offers higher resolution C-scan images than automated ultrasonic testing or phased array systems. It creates images in flat or curved materials up to 6 inches thick, and is fully compliant with most industry UT codes. The camera produces sub-millimeter images of an entire field rather than a single pinpoint, allowing for better detection of pitting, cracking and other defects, while reducing false positives. Sandhog HD Designed for sandy and soft soils, the Sandhog HD (heavy duty) backreamer combines aggressive cutting, mixing and packing for more efficient pullback on the job. Bore paths in unstable soil conditions can often collapse or fill with material in the ground. This backreamer uses a barrel-shaped body to better sculpt a true-to-size bore path. Carbide cutting teeth and spiral plates further improve pullback efficiency and lower torque, while maximizing the capacity for fluid flow. The crushed carbide provides longer life to the reamer and replaceable, hardened steel nozzles increase fluid flow flexibility. The Sandhog HD backreamer is available in 2 3/4-inch shaft size with 2.0 IF threads and 3 1/4-inch shaft with 2 3/8 API threads, ranging in diameter from 8 to 18 inches. Compatible Ditch Witch HDD rigs include the JT9, JT20, JT25 and JT30. Swab The Swab backreamer is specifically designed for rocky and hard soils, and enables direct pullback for Ditch Witch All Terrain HDD rigs. Material left in a bore can damage product when deployed in restricted spaces. This model effectively pre-cleans the bore path by efficiently utilizing fluid flow and the carbide hard surface. Material removal also helps install product without enlarging the path beyond the pilot size, saving on fluids and time. The Swab backreamer is available in a 3 1/4-inch shaft with a 2.77 male thread size, and for a diameter of 5 1/2-inches. The model is compatible with the JT30 All Terrain HDD. EZ For small-diameter installation jobs, the EZ backreamer combines ease of use with effectiveness. It was designed for the EZ connect assembly, allowing operators to quickly change out tooling in a fast, safe and efficient manner. The model is equipped for use in soft to medium-hard soil conditions. The EZ backreamer is available in a 3 1/4-inch shaft size with an EZ2 and EZ3 connection, ranging in diameter from 6 to 8 inches.
