VTPO Herbert Street Sidewalk Bicycle/Pedestrian Facility City of Port Orange
Executive Summary The Herbert Street Sidewalk Bicycle/Pedestrian Facility, when constructed, will become an important component of the City’s overall multi-modal transportation system. This bicycle/pedestrian link provides the connectivity from several schools with the city’s recreational facilities and a large portion of their service offices. The corridor also has historic value to the local community. The scope of this feasibility study is to address the project as proposed by the applicant, the City of Port Orange, and to determine whether these proposed improvements (5’ concrete sidewalks and 5’ asphalt bicycle lanes on the north and south sides of the existing roadway) can be designed and constructed within the existing R/W of Herbert Street. This study also reviews the connectivity of the project with existing and proposed multi-modal links, and the ADA compliance issues that must be incorporated into these project areas. The concept plan and proposed cross sections describe a solution that meets the application’s criteria. Alternative studies for combining of the east to west bicycle and pedestrian access solely along the northern R/W were not included in the scope, as this would require the removal of the majority of the existing tree canopy in the northeastern section of the existing roadway. The concept plan shows that all proposed work can be performed within the existing available R/W. The relocation of existing overhead utilities on the south side of the project is proposed, along with the removal of two existing trees (one that is a 6” to 8” caliper and one greater than 18” caliper). The overhead electrical utility provider will need to be contacted by either the City or their designer to determine the potential costs associated with the relocation of these facilities. The subrogating utilities will be required to relocate their facilities as they are typically permitted on these overhead electrical poles by agreement. There may be some cost to relocate these utilities, which will also need to be considered by the designer. One of these oak trees, proposed for removal, is over 18” in diameter, and it currently occupies a space within the clear recovery area of the east bound travel lane. The City may have the desire to preserve this tree, which would require the designer to consider the tree’s health, the clear recovery safety aspects, and the options of obtaining either additional R/W or a dedicated easement around the tree on the private property side. Note that all work proposed by the City’s application and the funding source require all improvements to be designed and constructed within the current available R/W. The tree preservation option may create a delay to the funding and design of this project. Improvements to portions of the existing bicycle/pedestrian facilities at the western connection location will be required to meet the ADA compliance requirements. This may be as minimal as re-striping and the addition of detectable warning strips within the existing curb ramps. The eastern end connection creates a break in the linkage that must be considered in the final design. The City will need to determine how the bicycle/pedestrian access will be provided east of Jackson Street. It is suggested that the design and construction of the receiving ramps and landings be provided as part of

this project to allow sidewalk users a safe place to stop and return to the west where this access is provided. The projected cost for this project defines the line items necessary for the design, demolition and construction of the work proposed by the concept plan. The project cost range from the LRE value of $161,270.00 and the Engineers Estimate of Probable Construction Cost value of $189,102.00. This study does not include the cost of easements, additional R/W, or the costs associated with the stormwater permit or other design related permit applications. The cost of the City of Port Orange fiberglass rebar is not covered by the FDOT LRE Cost Reports. However, these costs have been included in the Engineer’s Opinion of Probable Construction Cost. The City (as the Applicant) will need to consider the overall project cost, utility relocation costs and the preservation of the large tree on the south side of the project, before they move forward with the design and implementation phases of this project. Each of these items has a considerable impact on the final project cost.

Introduction The City of Port Orange, Florida (City) (as the applicant) is proposing the design and construction of the Herbert Street Sidewalk Bicycle / Pedestrian Facility. The overall project length is approximately 700 linear feet. Portions of this sidewalk bicycle / pedestrian facility are proposed to be constructed on the north and south sides of the existing Herbert Street roadway, from State Road 5A (South Nova Road), east to Jackson Street. The proposed application design concept consists of a 5’ concrete sidewalk and 5’ asphalt paved shoulder with pavement striping along the north side of the roadway, and 5’ asphalt paved shoulder bicycle lane on a portion of the south side of the roadway. This proposed sidewalk bicycle / pedestrian facility will become a link for the walkway system that connects to Sugar Mill Elementary School, Silver Sands Middle School, and the City Center Recreational Facilities. It may also serve Aunt Melinda’s House preschool/daycare that is located along the northeast corner of Herbert Street and South Nova Road within the project limits. All of the applicant’s proposed design and construction (Project) is planned to occur on City or State owned property and/or within the existing right-of-way (R/W) as shown in the application. Currently, there are existing sections of pedestrian sidewalk located on the north and south sides of Herbert Street, within the project limits. These existing sidewalks are typically 6’-0” in width, and are constructed as 4” thick concrete sidewalks at the NE and SE corners of the South Nova Road intersection at the end of the curb returns. The R/W is constrained on the west end of the project, by the existing roadway configuration. Based on City provided as-builts (Quentin L. Hampton & Associates, dated July 1990) the following existing conditions were observed during field observations. The west end of the project R/W is 50’-0” in width, with two 11’-6” travel lanes, one 10’-0” left turn lane, two 2’-0” curb and gutter sections, two 6’-0” sidewalk sections and two 2’-0” utility corridors. The two traffic lanes, turn lane, curb and gutter sections, and the two sidewalks occupy 46’-0” of the available 50’-0” R/W. The unused R/W sections are split with 2’-0” remaining on the north side and 2’-0” on the south side. Each of these unused R/W sections house utilities and are located behind the existing sidewalks along Herbert Street. The east end of the project has a 60’-0” R/W. The two travel lanes transition from 11’-6” to 10’-0” in width, through the majority of this section, to the intersection of Jackson Street. An open drainage swale exists in the SE quadrant of the project along the south side of the roadway, and there is an open drainage swale along the partially wooded area on the north side of the road. Votran maintains an east bound bus stop along the south side of the roadway. This stop consists of a sign and bench with no other improvements. This bus link stop should be incorporated into the pedestrian access of the final design for this project. Existing overhead utilities, underground telephone, a fire hydrant, and business water meter services are located along the southern R/W of the project. The north side of the R/W contains a 12” ductile iron pipe (DIP) force main, a 6” PVC water main, a fire hydrant, and underground telephone. There is a need for a sidewalk bicycle / pedestrian (multi-modal) pathway to provide a safer access to the schools and along this historic city street, as well as provide connectivity to these facilities and to the local neighborhoods. The City has certified that this proposed joint participation project is consistent with the Volusia Transportation Planning Organization (VTPO) Bicycle and Pedestrian School Safety Review Study, which includes a number of Goals, Objectives, and Policies that support the continued development of alternate transportation systems of pedestrian and bicycle paths for public uses as a means to access Parks, Schools, Neighborhoods and Commercial Facilities. The City has provided certification as the Project Sponsor. The City of Port Orange is coordinating the joint participation for this project with the VTPO. 3

Project Purpose and Scope The purpose of this report is to review the Project application/proposal and existing conditions within the Project site to evaluate whether the proposed funding is sufficient to complete the Project. • Identify the conceptual Project scope. • Provide a conceptual plan. • Evaluate the constructability of the Project. • Identify any issues that could adversely impact the Project. • Assess whether the Project meets its intended purpose. Representatives from GAI Consultants, Inc. conducted a site visit on December 3, 2010, to review the project site, collect photographic documentation, and to evaluate the existing site conditions.
Project Description For this study the City’s proposed Project has been divided into two separate segments, based on the available R/W and the observed physical constraints. Each segment is shown based on the Concept Plan (Exhibit 3, Page 11). The concept plan is based on the current R/W with the posted roadway speed of 35 MPH. The overall project location and the connectivity facilities are shown on the vicinity map. (Refer to Exhibit 1 – Vicinity Map. Page 9) The land uses on the properties adjacent to the proposed project consist of commercial and residential development as shown on land use map. (Refer to Exhibit 2 – Land Use Map, Page 10) Segment 1 – Design and construct a 5’-0” wide concrete sidewalk and a 5’-0” asphalt paved shoulder bicycle lane along the northern R/W of the existing Herbert Street roadway, from State Road 5A (South Nova Road) east to Jackson Street. Segment 2 - Design and construct a 5’-0” asphalt paved shoulder bicycle lane along the southern R/W of the existing Herbert Street roadway, from State Road 5A (South Nova Road) east to Jackson Street. Although the application does not show a sidewalk as a part of this segment, it should be considered to incorporate the existing Votran stop and to provide a complete multi-modal project.
Project Cost Summary A.
City of Port Orange (City)
The City submitted an XU Application for Bicycle / Pedestrian Project to the VTPO in 2010. This application only addressed the north side R/W improvements, with a total project construction cost of $30,589.00. The XU Application indicates that the City will provide local matching funds, while the VTPO would provide the majority of the funds, in the form of Florida Department of Transportation (FDOT) XU Funds. This proposed project will utilize Federal funds requiring both the VTPO and the City to meet the requirements and standards established by the FHWA.

Engineer’s Opinion of Probable Construction Cost
The Engineer’s Opinion of Probable Construction Cost is based on a combination of FDOT historical cost and construction cost data generated from the consultant’s experience on previous similar projects. The Engineer’s Opinion of Probable Construction Cost prepared by GAI Consultants, Inc. indicates a budget of $189,102.00. GAI’s Engineer’s Opinion of Probable Construction Cost includes separate lines item for the FDOT Phase 61, design, and CEI costs. Costs for project development, public meetings, and environmental studies have been estimated and are included as separate line items on the Engineer’s Opinion of Probable Construction Cost. A detailed breakdown of GAI’s projected cost is provided in Appendix A. C.
Long Range Estimate System (LRE)
The LRE System is a proprietary program, maintained by the FDOT, which is based on the most current cost data available from statewide construction projects. The LRE data input and reports were prepared by GAI Consultants, Inc. The LRE System provides four standardized reports, which can be viewed in Appendix B. These reports provide several breakouts of the project identifying the associated project costs. LRE-1 and LRE-26 indicate a total construction budget of $161,270.00. This LRE Report is approximately $27,832.00 less than the Engineer’s Opinion of Probable Construction Cost prepared by GAI Consultants, Inc.
Project Concept The Herbert Street Sidewalk Bicycle / Pedestrian Facility proposed by the City/Project Sponsor has two (2) primary segments. These segments are divided into sub-segments based on the differing R/W widths within the Project corridor. The applicant’s first segment is the design and construction of a 5’-0” wide concrete sidewalk and a 5’-0” asphalt paved shoulder bicycle lane along the northern R/W of the existing Herbert Street, from State Road 5A (South Nova Road) east to Jackson Street. The applicant’s second segment is the design and construction of a 5’-0” asphalt paved shoulder bicycle lane along the southern R/W of the existing Herbert Street, from State Road 5A (South Nova Road) east to Jackson Street. Each of these segments has been separated, and described in detail as follows: Segment 1 – Herbert Street North. (Begin Project Sta. 0+00) east to Jackson Street (End Project Sta. 7+00) on the LT (Left) side of the R/W. Segment 1 of the proposed project has been divided in to two (2) separate sub-segments 1A and 1B, based on the varying R/W widths from 50’-0” to 60’-0” within the project corridor. Segment 1A starts at the NE corner of SR 5A – South Nova Road and continues east approximately 240 LF to the end of the 50’-0” R/W section. Segment 1B starts at the end of the 50’ R/W, which is the beginning of the 60’-0” R/W section and continues east approximately 460 LF to the northwest side of the intersection at Jackson Street. Each of these segments has different existing conditions and proposed design solutions as described below. Segment 1A of the proposed sidewalk bicycle/pedestrian facility (approximately 240 linear feet) will be designed within the available northern R/W of Herbert Street. The project starts at the northeast of SR 5A (South Nova Road) and Herbert Street with existing 6’-0” concrete sidewalk abutting type ‘F’ curb and gutter meeting the asphalt roadway. The sidewalk terminates approximately 60’ east of this intersection, where it ties into the parking lot of the commercial

development. The parking lot pavement terminates approximately 180’ east of the sidewalk terminus. This is also the point where the R/W expands from 50’-0” to the 60’-0” in width, and the beginning of the residential property land use area. Refer to Exhibits 3.1 and 3.2 for typical existing roadway cross-sections for this segment of the project. There is a cross access conflict (one-way exit) at this location for the Aunt Melinda’s House (a privately owned Day Care and Pre-School facility), via the existing alley. Safety at this cross access location may require additional signage, pavement markings and potentially detectable warning strips in the pedestrian pathway. Design and safety principles suggest a separation between public and private spaces, and the vehicular access across the bicycle and pedestrian routes within this project segment. The distinct separation of these spaces can benefit the City from a risk management aspect, as well as promote the corridor’s overall safety. The removal of parking lot pavement and the replacement with a concrete sidewalk, with an ADA compliant surface, is proposed along the sidewalk bicycle/pedestrian access as the best solution for the project. This would provide a 6’0” wide sidewalk facility shared by bicyclists and pedestrians, with separation from the travel lanes. Modifications to the existing curb ramps at the NE and NW corners of SR 5A (South Nova Road) will be required to incorporate the proposed facilities and to bring the existing facilities into current ADA compliance. The existing parking lot should be surveyed to determine if the existing pavement cross-slopes and surfaces comply with the maximum ADA requirement of cross slope of 2% and the maximum grade of 5%. If the existing pavement is ADA compliant, striping of the pedestrian path could be considered as a cost savings to the City along this portion of the project. Refer to Exhibits 3.11 and 3.22 for the proposed cross sections, and Exhibit 3.22A for the pavement striping optional cross section. Additionally, discussions and coordination with the private property are suggested to tie-in the proposed public facilities with the existing commercial development ADA accesses. No improvements or reduction of the existing driveway access is proposed by the concept for this project area. Segment 1B of the proposed sidewalk bicycle/pedestrian facility (approximately 460 linear feet) will be designed within the available northern R/W of Herbert Street. The project starts at the NW corner of the 60’-0” Herbert Street R/W (Station 2+40 LT). This remaining section is partially cleared from the Edge of Pavement (EOP) to the R/W. The 5’-0” sidewalk is proposed to be designed within the available R/W from the northern EOP to the northern R/W line. The sidewalk will meander between the existing trees to save the trees and to utilize the existing tree canopy to improve the walk ability of the corridor. The bicycle portion in this segment will be a designated 5’-0” wide asphalt bicycle lane within the northern edge of the Herbert Street roadway. Refer to Exhibits 3.3 and 3.4 for typical existing roadway cross-sections for this segment of the project. The design of this sub-segment also suggests the addition of one new storm inlet piped to the south side (Segment 2) proposed storm system. Grading between the proposed sidewalk and proposed edge-of-pavement (EOP) should channelize the stormwater flow to this inlet. Sidewalk/Pedestrian Facility - The proposed sidewalk alignment will meander between the existing trees with the back edge of the sidewalk having a minimum 2’-0” offset from the northern R/W line. This offset allows for the placement of utility poles and other equipment within a 2’-0” utility corridor, while providing the minimum 2’-0” clearance from this equipment at the sidewalk edge. Coordination of existing utilities will be a critical requirement of the design phase. This typical cross section provides for a minimum 4’-0” separation between the edge of the travel lane and the front edge of the sidewalk. In order to install the proposed 5’-0” sidewalk, minor clearing & grubbing of trees and tree roots will be required along the proposed 6

alignment. Selective clearing/pruning will also be required to provide the minimum 10’-0” vertical clearance along this proposed sidewalk section. Existing grades vary from the northern EOP to the northern R/W, along this proposed sidewalk alignment. The designer will have to consider grading issues of this R/W area to meet the proposed sidewalk, sidewalk shoulder, and bicycle lane/roadway shoulder grades as shown in the proposed typical cross sections for Segment 1B (Exhibits 3.33 and 3.44). The design of the sidewalk and bicycle lane will require, at a minimum, a permit modification from the St. Johns River Water Management District (SJRWMD). Dependent on the overall drainage basin, outfalls, and current treatment facilities the designer may be required to apply for a stormwater permit for this project. Bicycle Facility – The proposed bicycle facility is a dedicated 5’-0” wide bicycle lane which requires the extension of the existing asphalt pavement section of Herbert Street. This extended asphalt section would provide the typical 5’-0” wide bicycle lane striped and marked per FDOT index 17347. In order to accommodate this bicycle lane extension the designer will need to address stabilization, paving and grading. Approximately 5’-6” of new asphalt pavement will be required along the existing roadway from Sta. 2+40 east to Sta. 6+90. Modification to the existing drainage swale will be required to meet the shoulder slope and clear recovery criteria. This may result in minor losses of existing vegetation (outside of the required clearing for the sidewalk alignment) along this segment. Minor adjustments to the fire hydrant and other utility equipment may be required to meet the new grades. Pavement markings on the existing west bound travel lane must be removed and replaced to accommodate the proposed bicycle lane. This will require the removal and re-striping of both the roadway edge and center lines. The travel lanes in this segment will be widened from 10.5’ to 11’. The improvements described by Segment 1A and Segment 1B only meet a portion of the sidewalk bicycle/pedestrian access improvement requested by the City of Port Orange application. These two segments provide the E to W pedestrian access and provide connectivity at the east and west ends of the project. These two proposed segments only provide for westbound bicycle access, leaving eastbound bicycle access and connectivity with the Votran stop out of the design. The conditions of the funding source require that these aspects be included in the design solution. These are addressed by Segment 2 as follows. Segment 2 – Herbert Street South (Begin Project Sta. 0+00 RT) east to Jackson Street (End Project Sta. 7+00) on the RT (Right) side of the R/W. Segment 2 of the proposed project starts at the SE corner of SR 5A (South Nova Road) and Herbert Street and continues east to Jackson Street, (approximately 700 linear feet). This segment will be designed within the available southern R/W of Herbert Street. The R/W line along Herbert Street does not appear to vary in placement or width as it does on the north side. The property land uses on this side of the street are all commercial developments. (Refer to Exhibit 2 – Land Use Map) The current existing roadway (refer to Exhibits 3.5 and 3.6) section starts with a typical curb and gutter section transitioning to a non-curbed roadway section. There is an open drainage swale at the eastern end of the project which will need to be closed and piped to accommodate the proposed improvements. The design of this Segment requires the continuation of the curbed section from the east end to the west end with a 6’-0” wide concrete sidewalk abutting the back edge of the curb, and a dedicated 5’-0” wide asphalt bicycle lane within the roadway. The proposed sidewalk alignment will have a minimum 2’-0” offset from the southern R/W line. This offset allows for the placement of utility poles and other equipment within a 2’-0” utility corridor, while providing the minimum 2’7

0” clearance from this equipment at the sidewalk edge. Coordination of existing utilities will be a critical requirement of the design phase. This proposed sidewalk section will need to accommodate the existing Votran stop (at approximately Sta. 1+90 RT). Installation of FDOT Type ‘D’ curb and extended asphalt roadway pavement section will require excavation, stabilization, grading and pavement design. Three (3) of the existing mitered end sections will need to be removed (or converted to manholes) with the addition of three (3) new storm inlets and approximately 640 LF of pipe to close the existing swale section, complete the storm system, allowing for the placement of sidewalk above (on top of) this drainage facility. The use of the FDOT Type ‘D’ curb will allow existing eastbound travel lane to be widened from 10’-6” to 11’-0” for added bicycle safety. The use of this type of curb allows for the placement of the bicycle lane within the constrained R/W. Modifications to the existing five (5) driveways are also required to provide the ADA cross slopes within the corridor. Driveway demolition and reconstruction within the R/W should be designed to match the existing grades on the abutting private properties. The removal of one large (18”) and one small (6”) existing oak trees will be required to accommodate this proposed alignment. Should the City of Port Orange desire to save these trees, they will need to acquire either additional R/W or dedicated easements to relocate the sidewalk outside of the existing R/W at these two tree locations. The design of this segment will require, at a minimum, a permit modification from the St. Johns River Water Management District (SJRWMD). Dependent on the overall drainage basin, outfalls, and current treatment facilities the designer may be required to apply for a stormwater permit for this project. (Refer to Exhibits 3.55 and 3.66) Relocation of some utility poles and private backflow prevention equipment are also required as part of the final design on the south side improvements. Realignment of the Herbert Street centerline will be required in the eastern portion of this segment to provide the minimum 2’-0” utility offset at the R/W line. The travel lanes in this segment will be widened from 10’-6” to 11’-0”. Segments 1 and 2 of the Herbert Street Sidewalk Bicycle/Pedestrian Facility project can be designed and constructed within the existing R/W of Herbert Street. This multi-use access component meets the criteria and needs established by the VTPO Bicycle & Pedestrian School Safety Review Study and the City of Port Orange. These two segments will provide safer routes to schools and linkages to the City’s recreational facilities. These sidewalks and bicycle lanes will also serve as linking segments of the overall multi-modal aspect within the City of Port Orange. The constraints, limitations, exclusions, and design criteria noted in this study bring to light several aspects that must be addressed by the Project Sponsor and the designer. Stormwater permitting, local clearing permits, and underground/overhead utility adjustments are required to be coordinated as part of the project design. All existing fire hydrants, valve boxes, manholes, storm structures and site elements within the corridor will need to be surveyed and adjusted to meet the proposed alignment and grades during the design phase.
