Inspection of Public Records Act (IPRA) Request Tracking System Specifications The City of Albuquerque (City) is seeking a system to allow the public to input and track requests made online to the City under the New Mexico Inspection of Public Records Act (IPRA). The successful offeror shall provide a program with the following specifications:  

   

The collection of metrics related to the length of time taken to fulfill a request A dashboard for internal use showing such information as: o Number of requests logged. o Average time taken to complete a request. o The number of requests that have exceeded a given time period. The City is looking for an existing, supported system that already has three or more existing customers who are willing to be contacted as references. Any IPRA system must be hosted by a 3rd party vendor outside the City firewall (configurations requiring internal City servers and resources will not be accepted). Any IPRA system must be a fork of an existing, recognized open source project. The public facing pages of any IPRA system must allow: o Easy and fast entry of all request details by the requestor. In particular:  Request, Department (if known at time of entry) and contact information for the request must be entered in a single web page.  Any IPRA system must alert the user to the fact that the response to the request may already be held in other repositories (whether web pages or other request). Such information shall be relevant and tailored to the specific request using strategies such as (but not limited to) keyword matching. o Users to view requests and responses (including datasets) made by others without any kind of authentication. The IPRA system must require no unique training for citizens and minimal (no more than 4hrs) for City resources. The IPRA system must render adequately on all up to date version of modern browsers including (but not limited to) Firefox, Safari and Google Chrome such that the overall user experience is degraded to the smallest extent possible. The IPRA system must provide template functionality that will allow City resources to send standard letters in response to key events (e.g. submission). The successful bid must include support and maintenance for the first year.

Pricing  

Pricing bid shall reflect all taxes, fees, support, and maintenance for the first year. If additional maintenance is required, The City may choose to extend for three (3) additional one (1) year terms upon mutual written agreement of the successful Offeror and the City.
