LEGAL ADVERTISEMENT NOTICE TO GENERAL CONTRACTORS MASSACHUSETTS PORT AUTHORITY

Request for Letters of Interest and Qualification Statements for Construction of Port Terminal Container Inspection and Screening Facility at Conley Terminal South Boston, MA The Massachusetts Port Authority, on behalf of Passport Systems, Inc. (Passport), a private entity, requests that qualified and experienced specialized security general contractors submit Letters of Interest and Qualification Statements to the Passport Offices located at 70 Treble Cove Road, North Billerica, MA 01862, Attn: Paul H. Johnson, Vice President, Contracts and Administration, no later than 5:00 PM, Wednesday, May 14, 2014, for the construction of a Port Terminal Container Inspection and Screening Facility (Project) on designated Massachusetts Port Authority property at Conley Terminal, So. Boston, MA. SCOPE: Construction of a two story approximately 4,000 sq. ft. container inspection and screening facility to house facility operators and specialized sensitive internal x-ray components for advanced container screening, to include fabrication of concrete, steel, and lead shielding; specialty foundations and piling supports; installation of specialized equipment and interfaces between the equipment and the facility; and electrical, mechanical, and HVAC in the facility. The Project is estimated to cost $4,500,000 - $6,000,000 and to be completed by the end of 2014. Passport is seeking a highly qualified and competent specialized security general contractor for this Project. In order to qualify to submit a proposal for this Project, the specialized security general contractor must have the following required key qualifications: experience with, and an understanding of, x-ray shielding specifications; expertise in the construction techniques used for the fabrication of concrete, steel, and lead shielding for high-energy x-ray facilities; demonstrated experience with specialty foundations and piling supports; successful construction of a comparable facility in the New England region within the past five years; and a minimum of five years’ experience building for the Homeland Security sector.

Interested contractors shall furnish a Letter of Interest and a Qualifications Statement to Mr. Paul H. Johnson, Passport’s Vice President, Contracts and Administration by the due date set forth above. The Qualifications Statement shall include, at a minimum, any and all information showing that the Contractor can meet the qualifications described above and shall also include the following sections: list of all comparable projects with similar dollar value, size, scope, and complexity successfully constructed within the past five years, along with reference information for owners and architects of each comparable project listed; management experience of business owners, management staff, and key personnel; list of any projects on which the Contractor was terminated, held in default, or failed to complete the work within the past five years; list of all lawsuits in which Contractor is a defendant with regard to construction projects over the past five years; safety record, to include three-year listing of the Contractor’s workers’ compensation experience modifier; credit references, a minimum of three; and financial and bonding capacity to complete the Project, including a commitment letter from a Surety licensed to do business in the Commonwealth of Massachusetts for payment and performance bonds in an amount equal to or greater than the estimated Project value. This request for a Letter of Interest and Qualifications Statement is being utilized to prequalify firms who will be invited by Passport to submit proposals for the Project. Submissions are due no later than Wednesday, May 14, 2014.
