It was a bright sunny Saturday morning when Lake Travis Youth Association and Western Hills kicked off their first Annual Halloween Bash Softball Tournament.  Many leagues across the Austin area participated in the round robin tournament that took place at the Field of Dreams, Lake Travis High School, and Western Hills fields.  After ~30 games of softball, each division posted the following results:   Pinto Division:  Lake Travis - 1st, Manchaca - 2nd, Western Hills - Zombies - 3rd  Mustang Division: Lake Travis - 1st, Dripping Springs - 2nd, Western Hills - 3rd Bronco Division:  Lake Travis - 1st; Western HillsVa m p i re s - 2 n d , Ma r b l e Falls - 3rd Congratulations to all that participated.   We look forward to seeing everyone again next year.

ProPAIN?? There are approximately 48 communities in Travis County that have central propane systems, and many of these are in the Bee Caves area including Falconhead, Lake Pointe, Senna Hills, Spanish Oaks, Seven Oaks, The Preserve at Barton Creek, The Preserve at Lakeway and others. These central propane systems supply propane for home heating and other uses where natural gas would typically be used, but natural gas been made available in the area. While natural gas is regulated by the Texas Railroad Commission for price, delivery and safety, propane is not regulated for price or delivery. The affected communities are now organizing as Central Texans for Propane Regulation, to lobby for propane regulation, because the owners of these central propane systems have frequently used predatory pricing and provided poor service because they have monopoly powers - there is no competition and there is no recourse for many home owners.  Some communities even have deed restrictions preventing the homeowners from buying their own individual propane tanks.    More than one community supplied by one of these community propane system owners suffered both from a 37% weighted average price increase and at the same time suffered service outages last winter that lasted for days. In 2009 Dawnna Dukes introduced HB 1194 to regulate propane but the bill appears to have died in committee, perhaps because it was written too broadly, covering all propane uses, including such things as propane tanks for backyard grills. The bill should be re-introduced with a reduced scope to community propane systems, to regulate price, service and safety by the Texas Railroad Commission. Communities concerned about their propane provider and want to lobby for propane regulation can join the Central Texans for Propane Regulation by joining the Yahoo group Centexpropaneregulation. Thirteen Lake Travis HS Students Recognized by the National Merit Scholarship Program

The Lake Travis Independent School District (LTISD) is proud to announce that 13 students from Lake Travis High School (LTHS) have been recognized by the 2010-2011 National Merit Scholarship Program. These students entered the program by taking the Preliminary SAT/National Merit Scholarship Qualifying Test as high school juniors in 2009. They were chosen from more than 1.5 million program entrants and represent less than one percent of each state’s high school seniors. They are the top scorers from each state and show exceptional academic ability and potential for success in rigorous college studies. “Our students continue to raise the bar on academic excellence,” said LTHS principal Kimberly Brents.  “Their success not only reflects the quality and caliber of our teachers and staff who directly impact student learning, it also reflects the support and commitment of their parents who are instrumental to their success.”  These recognitions prove that LTHS students possess exceptional ability and potential for success in rigorous college studies, concluded Ms. Brents.

District Officials Begin Discussing Long-Range Finance and Facilities Plan

As local and state funding sources near capacity, and with student enrollment on a steady climb, the Lake Travis Independent School District (LTISD) administration is taking the initial steps toward developing a long-range plan that will allow the District to remain financially solvent. “Despite our sound financial management and healthy budget, we anticipate continued growth in student enrollment, and consequently, a need for additional facilities and the funds to operate those facilities,” said LTISD Superintendent Dr. Rocky Kirk. “Without significant intervention from the state, we must begin to look at other alternatives that will allow us to maintain optimal balance regarding program, facility, operational and financial integrity.” Funding for Texas public schools is derived from local, state and federal funds. In general, federal funds are appropriated for special programs or to provide services to a specific group of students. Because they are specifically earmarked for these programs, federal funds cannot be used to replace state or local dollars. State funding is based on the number of students in attendance each school day and the amount of target revenue assigned to each district per student, which varies from district to district. Local revenues differ from district to district as well because of variations in local property valuations and student population. “There exists a common misconception among the general public who assume that higher property taxes automatically equal additional school dollars,” said Johnny Hill, LTISD Assistant Superintendent for Business and Financial Services. “In 2005, the Texas Legislature passed House Bill 1 which ultimately reduced statewide property tax rates to $1 per $100 of assessed value, thereby creating ‘target revenue.’ Basically, target revenue is the state’s guarantee that schools will not receive any less money in state aid than they were receiving before the passage of the new law. In essence, funding for LTISD was frozen at the 2005-2006 school year levels, which the state determined to be $5,822 per student. In 2009, with the passage of HB 3646, the level of funding was increased slightly to $6,169. However, those ‘additional’ funds paid for state-mandated programs. But during the 2009-2010 school year, per-student expenditures at LTISD were $7,822. As a result, we—as is the case with many other districts across the state—were left to adjust our budgets accordingly to meet inflationary costs and other expenditures associated with student growth. So at the end of the day, whether property values increase or decrease, our level of funding—or target revenue—from the state remains static, yet local costs continue to increase.” Mr. Hill continued by stating that, “Complicating matters is the state’s recapture—or Robin Hood—provision which redistributes local tax revenue from property-wealthy school districts to propertypoor districts in an effort to equalize funding statewide.” The tax rate is comprised of two components: maintenance and operations (M&O) and debt service. on the debt owed by the school district. For 2010-2011, LTISD’s M&O tax rate is set at $1.04 and debt service tax rate at $0.2759, for a total tax rate of $1.3159 per $100 of taxable property valuation. The District’s tax rate is the lowest it has been since recapture was established in 1993. For 2010-2011, LTISD anticipates sending approximately $29 million—or roughly 47 cents of every M&O tax dollar collected in local property revenues— to the state through Robin Hood. In November 2009, nearly 59 percent of local voters rejected a Tax Ratification Election to increase the District’s M&O tax rate by two cents, from $1.04 to $1.06 per $100 of assessed property value. Had the measure been approved, the two-cent increase would have yielded $1.2 million in annual revenue not subject to recapture under the state’s current school finance structure. “Although the two pennies of unrecaptured tax effort would not have solved the long-term financial challenges of the District, it would have bought us some time until the Legislature finds a more permanent and adequate solution to school funding,” added Dr. Kirk. As a result of the failed proposition, the District has already begun to implement several cost-saving measures as reflected in its current year budget. An 11 percent reduction in general administration costs, a five percent reduction in extracurricular program expenditures, and adjustments to salaries and District-funded health care benefits are expected to result in a savings of more than $750,000. But while the Administration continues to grapple with making a lean budget even leaner, student enrollment continues its steady ascent. “Taking into consideration the findings from a recent demographic study, the District appropriated funding based on a low student growth scenario for the 2010-2011 school year of 4.55 percent,” continued Mr. Hill. “Enrollment is currently at 6,951 students, clearly surpassing that projection. We are running between moderate and high projections district-wide, with our secondary enrollments above the high projection and our elementary enrollment between low and moderate forecasts. Although it is budgeted that the 20102011 fund balance will be drawn down by $1.8 million, the projected ending fund balance of $22.1 million will keep the District in a strong financial position. However, as is the case for many Texas school districts, we will face our biggest challenge in the next two to five years, assuming that state funding formulas remain static.” In the interim, the Administration has determined that a significant savings can be achieved by shifting from the current five subjects by five days schedule—also known as a 5 x 5 modified block—to a seven-period day schedule at our middle schools. District officials project the shift may be in place for the 2011-2012 school year. Elementary and secondary student-to-teacher ratios will be reviewed for efficiency and effectiveness which may help identify additional savings. Additionally, various scenarios are being explored by District administration that may be incorporated into this long-term planning and projection initiative, including the reconfiguration of the current Lake Travis Middle School (LTMS) facility into a 9th grade center; the construction of a new LTMS at a new location; and adding student capacity at both the new LTMS and existing Hudson Bend Middle School, thus delaying the need for and expense of building a second high school and the multi-million dollar operational costs that go with it, added the superintendent. “These are not recommendations being made to our Board of Trustees,” stated Dr. Kirk. “Rather, these are preliminary strategies which may ultimately be considered at a later date by a yet-to-beestablished Bond Advisory Committee. At that point, the Bond Advisory Committee—weighing all scenarios and possibilities—will make the most appropriate and feasible recommendations for approval by our Board of Trustees, who in turn, may decide to call for a bond election. “For now, our focus will remain on discussing those scenarios that will allow for the most efficient and effective use of staff and facilities. Without a fair and equitable long-term solution to school finance, we can only operate within our current means. For us, and for many other districts across the state, that translates into increasing student capacity and deferring new construction. Rest assured, however, we will do everything possible to protect the integrity of our student programs and services.”
