I.

OVERVIEW / SCOPE OF WORK Description As an initial FAA AGIS pilot project airport, DIA has assembled a robust dataset of existing and future conditions that complies with or exceeds data requirements specified in FAA Advisory Circular 150/5300-18B. In order to leverage that data to improve operational processes at our 53 square mile facility, a web viewer and other specific tools and applications have been developed. In order to keep up with growing user requirements and continuous data updates, we are seeking a consultant who is familiar with airports and AGIS; web mapping; mobile solutions; and data development. Although exact duties will be determined through task authorization and may vary from this list, the Consultant shall demonstrate a team capable of providing professional GIS services in the general subject areas identified below. 1. Moving map type viewer development on a variety of platforms and devices 5. GIS Management a. ArcGIS Desktop 10.x b. SQL Server 2008 R2 and 2012 6. GIS Analysis and Modeling a. eALP Development b. Python for ArcGIS c. ArcGIS Model Builder 7. Asset Management interface via IBM Maximo 8. Autodesk AutoCAD Civil 3D and use in conjunction with GIS 9. Autodesk Revit and use in conjunction with GIS 10. Reports, drawings, presentations and documentation of work products 11. Preparation of training materials and classes 12. 13. Additional preferred qualifications also include: a. Microsoft SharePoint 2010 b. ArcGIS API for Silverlight c. C#, C+, C++ Selected consultant will be responsible to comply with DIA’s standards, policies, procedures and Project Plan(s). Additionally, consultant shall be able to attend routine, on-site meetings during development phases to demonstrate progress made and allow for intermediate course corrections. SOQ Submittal Location Six (6) electronic copies (on flash drives) of the SOQs shall be prepared in accordance with the Instructions herein. SOQs must be addressed and forwarded to the following location: Jau Donna Daniels, Business Management Services (Procurement), Administration Office Building (AOB), Room 8810, Denver International Airport, 8500 Pena Boulevard, Denver, Colorado 80249-6340. Statement of Qualifications Due All SOQs must be sealed and identified as to content and be received by the above-named Denver International Airport Office not later than 2:00 PM, LOCAL TIME, SEPTEMBER 24, 2014. Questions and RFQ Change The City will not respond to telephone inquiries regarding this RFQ. All questions must be submitted in writing by 2:00 PM, LOCAL TIME, AUGUST 29, 2014 and sent to Jau Donna Daniels via email, in WORD format, at [email protected]. Questions and answers will be posted on the DIA Procurement website at http://business.flydenver.com/bizops/RFQ.asp Any changes to this RFQ shall be made in the form of an addendum and shall be posted on the DIA Contract Procurement Website. Insurance Insurance requirements will be included in any Request for Proposal (RFP) issued. However, it should be noted here that this project will require airside access and the applicable ten million dollar liability coverage. Request for Proposal Based on the information provided in the responses to this RFQ, DIA may determine a short-list of firms to whom RFPs shall be sent for a more detailed Proposal.

PREPARATION OF STATEMENT OF QUALIFICATIONS (SOQ) 1-0

Preparation Of Proposal - Proposal Narrative A. GENERAL The Proposer shall prepare its SOQ in the format described below and shall ensure that each page of its SOQ is identified with the project name, Proposer’s name, and page number. B. FORMAT • • •

SOQs shall be prepared in Times New Roman 12 point font SOQs shall be prepared so they are printable on 8 1/2 x 11 paper The SOQ narrative shall not exceed 20 pages.

C. SOQ NARRATIVE COMMENTS 1. Cover Letter The Proposer shall prepare a cover letter, not exceeding two pages in length, which summarizes the key points in the SOQ. If the Proposer believes any information, data, process or other material in its SOQ should be considered by the City to be confidential or proprietary, the Proposer shall identify that material with specificity as to the page and paragraph and on what basis it believes the material is proprietary or confidential. Please be sure to include your company address, contact, phone number and fax number. 2. Demonstrated Experience Prepare a description of projects and work experience of the firm which is similar to the work described in the Scope of Work (SOW) or which the Proposer believes would be relevant in evaluating its capabilities to perform the work. At a minimum, the following information should be included as appropriate to the Scope of Work: 1. Your company’s demonstrated expertise relating to the SOW 2. A list of subconsultants and their experience, if subs are to be utilized 3. The Proposer is invited to describe any particular aspects of its organization or SOQ which, by way of background, experience, unique qualifications, or other basis, sets this company (team, etc.) apart from the competition in its ability to accomplish this particular SOW.
