NEW DELHI - U.S. Defense Secretary Jim Mattis held talks with Indian leaders last Tuesday, vowing to jointly stamp out militant sanctuaries and seeking India’s greater involvement in helping to stabilize Afghanistan. The comments come as President Donald Trump’s administration has stepped up pressure on Pakistan for more action against militant groups operating from its soil that are blamed for attacks in India and neighboring Afghanistan. Islamabad denies giving material support to the militants and instead accuses its arch-rival of trying to use Afghanistan as a base for anti-Pakistan activities. But Mattis, the Trump administration’s first cabinet official to visit India, said the two countries would work together to fight terrorism. “There can be no tolerance of terrorist safe havens,” he said in a statement. “As global leaders, India and the United States resolve to work together to eradicate this scourge.” Washington welcomed Indian efforts to promote stability in

MUMBAI - Narendra Modi is walking a tightrope with his fight against “black money”. India’s prime minister has unleashed a wave of bold, and sometimes brazen, initiatives to root out income that has been illegally obtained or not declared to the taxman. But that has chilled the economy. Managing the short-term fallout is key to smoothing the path to his re-election. Soon after Modi’s Bharatiya Janata Party took over in 2014, businesses noted it was harder to win special favours from New Delhi. A new bankruptcy law has also started to shift the balance of power from tycoons to lenders. These are significant changes,
given a series of “crony capitalism” scandals turned voters against the previous government. Over the past year, New Delhi’s focus has shifted from elite corruption to dealing with the next layer down: ordinary taxpayers. The country has more citizens who go overseas on holiday than taxpayers who declare income of more than 1 million rupees ($15,354), Modi grumbled in a recent address to accountants, urging them to take less pride in helping clients dodge their dues. Tax avoidance is deeply entrenched: middle-class Indians and small businesses are reluctant to hand over money to a corrupt system. Public services received in
return are also dismal. Many rely on private schools and healthcare. Even in Mumbai, the financial capital, a few hours of rain can result in deadly flooding. Wading through waterlogged streets last month, one of the city’s top doctors disappeared down an open manhole. His body was found a short way across town. Horror stories like this feed the perception that taxes will be wasted. Modi has done a number of things to try force a change in collections. A controversial ban on big banknotes last year made people less comfortable hoarding undeclared cash. A new nationwide “goods and services tax” (GST) is based on electronic invoices, forcing small traders to enter the formal economy to claim back tax credits. New real-estate regulations mean it is harder to park illicit cash in property. Individuals, meanwhile, are banned from making cash purchases over 200,000 rupees, and must link biometric identity numbers to income-tax filings. All of this will make it easier for New Delhi to track who is spending what and where. That’s already yielding groundlevel results. For example, it is no longer quite as easy or socially
acceptable to brag about cheating. And even corporate lawyers say clients are no longer interested in using funky structures to minimise tax bills, preferring to play by the book. But Modi may be trying to do too much at once. India’s economy was already suffering from low private investment and high bad debts, before the banknote ban sparked a sharp contraction in the amount of money in circulation. There was no time to recover before the July rollout of the complex GST, with minimal preparation. Serious glitches mean claims for rebates are already much higher than expected. As a result, GDP growth has declined for six consecutive quarters to 5.7 percent in the three months through June. The pain will have been more pronounced in the part of the economy that is not taxed. Saurabh Mukherjea of Ambit Capital reckons, for all their flaws, taxevading companies have driven growth in employment and might account for 80 percent of jobs. That’s potentially dangerous for Modi since he promised to create work opportunities, not destroy them. To support the economy and square the funding circle, Reuters
says New Delhi is now considering relaxing the fiscal deficit target from 3.2 percent. Low inflation, a narrow current-account deficit, and large foreign-exchange reserves would make a limited adjustment manageable. As long as the pain can be contained, Modi’s black money crackdown will continue apace. His bid to clean up has widespread support, with both rich and poor viewing it as overdue. An official report last year noted India’s tax-to-GDP ratio hovers at around 17 percent, just half the 34 percent average of the mostly prosperous countries that make up the Organisation for Economic Co-operation and Development. Even Vietnam, which is roughly as rich as India on a per-capita basis, collects 22 percent. Moving the needle isn’t easy: India’s tax-to-GDP ratio increased only 10 percentage points over the past six decades. It will take time to bed down recent changes, but if India can in time match the ratio of its Southeast Asian neighbour, that would give the government an extra $120 billion each year to spend based on last year’s GDP. The absolute size of the economy would also grow if more people are inside the tax net.

Diwali festivals grow in U.S., from Disney to Times Square

Diwali, a festival of lights celebrated by Hindus, Sikhs, Jains and others in India and other countries, has long been observed in immigrant communities around the U.S. But now public celebrations of the holiday are starting to pop up in places ranging from Disneyland and Times Square to parks and museums. The Times Square event is the brainchild of Neeta Bhasin, who says that while many Indian immigrants have found great success in the U.S., “still people don’t know much about India. I felt it’s about time that we should take India to mainstream America and showcase India’s rich culture, heritage, arts and diversity to the world. And I couldn’t find a better place than the center
of the universe: Times Square.” The event, now in its fourth year, has drawn tens of thousands of people in the past. It’s scheduled for Oct. 7, from 2 p.m. to 9 p.m., with dance performances, Bollywood singers, a bazaar of food, saris and other goods, and a lighting ceremony. While Diwali celebrations are held throughout the fall, the holiday’s actual date is Oct. 19. Also called Deepavali, it’s an autumn harvest festival held just before the Hindu new year. Celebrations include lighting oil lamps or candles called diyas to symbolize “a victory of knowledge over ignorance, light over darkness, good over evil,” said Bhasin. The Diwali celebration at Disney California Adventure Park in Anaheim, California, includes performances of traditional Indian dances and a Bollywood dance party for guests. cultural traditions from around the world. The Disney festival begins Nov. 10 and runs through Jan. 7. San Antonio, Texas, has one of the nation’s largest city-sponsored celebrations of Diwali, drawing more than 15,000 people each year. The 2017 event, scheduled for Nov. 4 at La Villita, a historic arts village, will be its ninth annual Diwali celebration with Indian dance, entertainment, food, crafts, fireworks and the release of lighted candles into the San Antonio River along the city’s River Walk. New York City’s Rubin Museum will mark Diwali with an overnight Ragas Live Festival featuring more than 50 Indian classical musicians performing amid the museum’s collection of sacred Himalayan art. The event begins Oct. 21 at 10 a.m. and continues all day and night through Oct. 22 at 10 a.m. Chai and mango lassis will be served, visitors will have access to all the galleries and pop-up events like
meditation and sunrise prayer will be offered. Special tickets will be sold for the opportunity to sleep beneath the artwork. Other places hosting Diwali celebrations include Cary, North Carolina, in Regency Park, Oct. 14, Flushing Town Hall, Queens, New York, Oct. 29, the Seattle Center, Oct. 21, the Dulles Expo center in Chantilly, Virginia, Oct. 7-8; and Memorial Park in Cupertino, California, Sept. 30. In Columbus, Ohio, the Ohio History Center is hosting a photo exhibit about the city’s fast-growing population of immigrants from Nepal, Bhutan and India, with a Diwali event on Oct. 8. Bhasin said Diwali’s message is particularly timely now. “It is extremely important to be together and showcase to the world, not only Indians, but the entire immigrant community, to be together with Americans and to show the world we are one, we are all the same human beings,” she said.
Man gets 18 to 36 years in wrong-way DUI crash that killed 5 SCRANTON, PA. (AP) - A Pennsylvania man who acknowledged he was driving drunk before a wrong-way crash that killed five people apologized to the victims’ families before he was sentenced to 18 to 36 years in prison. Thirty-year-old Gennadiy Manannikov, of Lake Ariel, was sentenced last Friday. He pleaded guilty in July to five counts of homicide by vehicle while driving under the influence in the January 2016 crash. Before sentencing, he said poor judgment put him behind the wheel. “I’m not a bad person,’’ Manannikov
said. “I made a bad choice that night.’’ State police say Manannikov drove the wrong way on Interstate 81 in northeast Pennsylvania for about 7 miles before colliding head-on with another vehicle. Vinodchandra Patel, 68; Komal Vyas, 30; and Shilpaben Patel, 29, were pronounced dead at the scene. Bhaveshkumar Patel, 42, died about a week later. Also killed was a passenger in Manannikov’s car, 32-year-old Ashley Wheeler. Manannikov had been drinking at a restaurant and his blood-alcohol content was nearly twice the legal limit for driving.
Kansas woman sues over wrong diagnosis, surgery SHAWNEE, KS (AP) - A Kansas woman’s lawsuit claims she underwent a complex surgery at the University of Kansas Hospital for a cancer diagnosis that proved to be wrong, but she was never told of the mistake. The Kansas City Star reports that Wendy Berner’s lawsuit says the Shawnee woman learned about the wrong diagnosis in a business publication’s report about the mistake and alleged cover-up efforts.
Berner was diagnosed with pancreatic cancer and had surgery in September 2015 to remove several organs. The lawsuit names Meenakshi Singh, the doctor who misdiagnosed Berner, surgeon Timothy Schmitt, the hospital and other entities. Attorneys for the university, Singh and Schmitt have disputed allegations of medical malpractice and cover-up. A hospital spokesman says in a statement that patient care is the hospital’s top priority.

WASHINGTON - U.S. senators stressed trade and other business issues when questioning President Donald Trump’s nominee to be U.S. ambassador to India at his confirmation hearing on Tuesday, while expressing strong support for posting him to New Delhi. Trump nominated Kenneth Juster as ambassador to India on Sept. 1. The 64-year-old, an economic adviser in his administration, also served as under secretary of Commerce under former Republican President George W. Bush.
Known as an expert on India, Juster was praised by both Trump’s fellow Republicans, who control Congress, and Democrats on the Senate Foreign Relations Committee, although they raised some of the issues complicating relations. Trump, who campaigned on an “America First” platform, has forcefully expressed his displeasure with the growing U.S. trade deficit with India. He has also called for reform of the H1B visa system that has benefited Indian tech firms. Indian officials reject sug-

Boyfriend charged in crash that killed Ria Patel A Minnesota man accused of being drunk when he caused a car crash that killed his 20-year-old girlfriend was also charged with running away from the scene of the fatal wreck, authorities said. Michael Laurence Campbell, 21, of Minneapolis, was charged late last month with two counts of criminal vehicular homicide in the death of 20-year-old Ria Patel, who was killed after Campbell’s Ford Focus slammed into a traffic light in Minneapolis. Campbell, who was on probation for a misdemeanor hit-andrun conviction last January, left
his wallet at the scene and was arrested two days later. Campbell told investigators he fled the scene because he was “traumatized by seeing the state” of Patel after the early morning wreck.
Patel, a junior at the University of St. Thomas in St. Paul, was remembered this month by about 300 people who gathered on the school’s campus as someone who loved to dance and got along with just about anyone.

India plans to electrify all households by end 2018

NEW DELHI - India’s Prime Minister Narendra Modi on Monday launched a $2.5 billion project to electrify all of the country’s households by the end of 2018. More than 40 million households - about a quarter of all in the country - are yet to be electrified and about 300 million of India’s 1.3 billion people are still not hooked up to the grid.
The states will need to complete the electrification by December 2018 and the government will identify those eligible for free electricity connections across the country. “No fee will be charged for electricity connection in households of poor citizens,” Modi said at an event where he launched the project. The project, which will be
mostly funded by the federal government and run by the state-run Rural Electrification Corp Ltd, also aims to cut use of kerosene, the government said. The pledge to provide power could face challenges as it remains difficult to provide electricity in remote towns and villages. The government said it would distribute solar power packs with a battery bank to un-electrified households in such areas. Another challenge will be to fix finances of debt-laden power distribution companies in states that struggle to buy and supply electricity to consumers. Ashok Khurana, director general of industry body Association of Power Producers, said the government must take steps to improve the financial health of such companies if the new programme is to be a success.

Banks want to recover about $1.4 billion that the Indian authorities say Kingfisher owes. Launching new extradition proceedings at London’s Westminster magistrates court, Mark Summers, the lawyer representing the Indian government, said the original allegations related to fraudulently obtaining and misusing funds. The new charges concerned the distribution of those funds, Summers said. Mallya, wearing a blue jacket and open-necked white shirt, denies any wrongdoing and said he did not consent to being extradited.
He was released on police bail and declined to comment after the short hearing. The next hearing in his case will take place on Nov. 20 with a full eight-day extradition hearing due to start on Dec. 4. The judge will then make a decision based on whether there is a prima facie case against Mallya and whether the alleged crimes would be offences in Britain as well as India. That ruling can be challenged in a higher court before being passed to the Home Secretary (interior minister) for approval. The minister’s decision can also be appealed to the courts.

Saudi women to be allowed to drive from age 18, same as men

By Stephen Kalin RIYADH - Saudi women will be allowed to drive from the age of 18, a government spokesman said last Thursday, partially allaying speculation they could still face tighter controls than men when finally allowed behind the wheel. In a royal decree issued last Tuesday, King Salman ordered an end by next year of the ban on women drivers, a conservative tradition that has limited women’s mobility and been seen by rights activists as an emblem of their suppression. Saudi Arabia is the only country in the world that bans women from driving.
The decree stipulated that the move must “apply and adhere to the necessary sharia standards”, referring to Islamic law, but did not elaborate, sparking speculation that restrictions might include a higher minimum age or limited hours of the day. The king ordered a ministerial committee to report within 30 days on how to implement the new policy by June 24, 2018. Asked on al-Arabiya TV about the minimum age for Saudi women, Interior Ministry spokesman Mansour al-Turki said: “Eighteen years is the age at which a person can obtain a driver’s license and drive a car in the kingdom.” United Nations human rights experts praised the ban’s removal
as a major step towards women’s autonomy and independence, but urged the kingdom to do more to ensure gender equality. “We now encourage the government to repeal all remaining discriminatory laws,” two experts who report to the U.N. Human Rights Council said in a joint statement. “If it is serious about the importance of women’s rights for economic reform, addressing remaining barriers to the human rights of women should be the next step in its ambitious reforms,” said the UN investigator on extreme poverty Philip Alston and Kamala Chandrakirana, chair of the U.N. working group on discrimination against women. While Saudi women have generally welcomed the lifting of the driving ban, some men expressed concern it would increase the number of cars on already crowded Saudi roads. A typical middle- to upper-class Saudi family has two vehicles, one driven by the man of the house and a second car in which a full-time chauffeur transports his wife and children. The royal decree promises to change lifestyles for many of the more than 10 million adult
women, including foreigners, who live in Saudi Arabia and may help restore auto sales growth in a market dented by the economic fallout from weak oil prices.
But because of conservative traditions, it may actually take years rather than months for women to become a major presence on the roads in some areas.
Gold smuggling likely to rise in India as festive buyers try to avoid new tax MUMBAI - Gold smuggling in India, the world's second-biggest consumer of the metal, is likely to rise during the country's peak holiday season as buyers try to avoid paying a new sales tax and to dodge new transparency rules. In August, India moved to include gold sales under the Prevention of Money Laundering Act (PMLA). The law makes it mandatory for jewellers to keep records of customers' personal identification numbers or tax code number for transactions above 50,000 rupees ($761.50). Indian gold demand typically rises in the last three months of the year as consumer buy more for the wedding season as well as for festivals such as Diwali and Dussehra. “Customers are not aware of the rule and are hesitating in giving necessary details,” said Surendra Mehta, secretary of the India Bullion and Jewellers
Association. “Unaccounted sale will rise in the festive season as some customers are trying to buy without bills.” The sales tax on gold rose to 3 percent from 1.2 percent as part of a new nationwide sales tax regime that started on July 1. "Jewellers are buying smuggled gold at discount in cash, then making jewellery and selling it to consumers without receipts," said Daman Prakash Rathod, director at wholesaler MNC Bullion in the southern city of Chennai. In India, less than 4 percent of the people pay income tax. Many tax evaders choose to park their illicit wealth in gold as it is nearly as liquid as currency in the country. “The rule has hurt sentiments. Usually demand improves ahead of Dussehra but this year demand is very weak,” said Kumar Jain, vice president, Mumbai Jewellers Association.

MUMBAI - A rush hour stampede killed at least 22 people and wounded 36 last Friday during a sudden monsoon downpour at a busy railway station in India’s commercial hub of Mumbai, government and emergency officials said. India has the world’s fourth biggest rail network, but it is grappling with underinvestment and overcrowding, especially in the city of 20 million where rail accidents have killed more than 3,000 people in each of the last three years.
The cause of the stampede on a tiny bridge at the central Elphinstone Road station was being investigated, a police official at the accident site said. “Some of the injured are in serious condition,” Deepak Sawant, the health minister of the western state of Maharashtra of which Mumbai is the capital, said at a hospital where the injured were taken. The stampede, at a station recently renamed Prabhadevi, took place after the cloudburst caught commuters off guard, sending
scores scurrying for cover under a pedestrian overbridge, said Akash Koteja, one of those injured. “Trains were rolling in and some people wanted to get out of the station, but others were not making way. When a few tried, it led to a stampede,” Koteja added. MUMBAI - Plans for India’s first bullet train, a $17-billiondollar project, have sparked a debate on the definition of “public purpose” for land acquisitions which have become increasingly contentious. The 500-km- (310-mile-) long high-speed rail link promises to cut travel time between the financial hub of Mumbai and the industrial city of Ahmedabad in Gujarat state by more than half to under three hours. The project, inaugurated earlier this month, will need about 825 hectares (2,000 acres) of land. The government has said it will
complete the line by 2022, even as farmers along the proposed route held protests against giving up their land. They may have little say in the matter, as the state has a legal right to take private property for public purposes. But analysts say the definition of what constitutes public purpose needs revisiting, even for infrastructure projects. “When projects - airports, private colleges, bullet trains - benefit only a small percentage of the population, some debate over public purpose needs to be had, for moral if not legal reasons,”
said Aseem Shrivastava, an environmental economist. “When the state is brokering land deals, should only the state decide what is public purpose?” Conflicts have increased in India as land is sought for industrial use and development projects. A law passed in 2013 was meant to protect the rights of farmers, ensuring consensus over land acquisitions, rehabilitation for those displaced, and adequate compensation. But several states have diluted these provisions to speed up acquisitions. Over the years, the state has

In 2015, Indian special forces crossed into Myanmar to hunt down guerrillas of the group who had taken shelter in the neighboring country. That year the group launched a series of attacks on security forces in India’s northeast, to scrap a ceasefire it had observed with New Delhi since 2001. NEW DELHI - Indian Prime Minister Narendra Modi should take advantage of his government’s majority in parliament and push through long-pending legislation giving women more power, according to the country’s main opposition leader, Sonia Gandhi. In the world’s largest democracy, women hold only 12 percent of seats in the lower and upper houses of parliament combined, compared to the
global average of 23 percent, says the Inter-Parliamentary Union (IPU). The Women’s Reservation Bill - which provides for onethird of the seats in national and state assemblies to be reserved for women - has the potential to become one of the most empowering laws for women in India, activists say. After years of lobbying, the bill was passed by the upper house in 2010. But it has since
faced vehement resistance from male lawmakers and been sidelined, despite pledges by successive governments over the last seven years to enact the legislation. In a letter addressed to Modi that was published last Wednesday, Gandhi - who is the president of the Congress Party - said the bill had languished for too long. “I am writing to request that you take advantage of your majority in the Lok Sabha to now get the Women’s Reservation Bill passed by the lower house as well,” wrote Gandhi in the letter, which was dated Sept. 20. “The Congress Party has and will continue to support this legislation which will be a significant step forward in the empowerment of women.” With Modi’s right-wing Bharatiya Janata Party and its coalition allies occupying 335 out of 543 seats in lower house, and the Congress Party with 45 seats, campaigners say there is no reason to stop the passage of the legislation. “The male legislators who resisted the bill have fewer seats
Australian Hindus protest TV ad featuring Lord Ganesha SYDNEY - Hundreds of people attended rallies in Australia’s major cities last Sunday to protest an advertisement the Indian community described as “highly insulting” in its depiction of the Hindu deity Lord Ganesha. The India Forum Australia (IFA) arranged the protests in Sydney, Melbourne, Brisbane, Adelaide and Perth in response to a Meat and Livestock Australia (MLA) advertisement, aired earlier this month. The ad featured various religious figures including the Hindu God, considered vegetarian by followers, sitting down to a meal of lamb. IFA president Nihal Agar said
last Sunday the MLA had not listened to the Indian community’s earlier concerns when the ad initially screened. “To say something is legal is one thing, but it’s something else to touch the heart and that is how MLA has failed our community,” he said. “This is not the multicultural Australia that we truly love.” Earlier this month, India’s High Commission in Canberra lodged a complaint with the Australian government asking for the ad’s removal. The Advertising Standards Bureau dismissed complaints, saying Lord Ganesha was depicted positively and that the advertise-

Police bust traffickers selling Indian child brides in the Gulf MUMBAI - Police have rescued a dozen trafficked girls in the southern Indian city of Hyderabad and arrested more than 20 members of a major network selling brides to wealthy men in the Gulf. Omanis, Qataris, hotel owners, brokers and qazis - who perform Islamic marriages were arrested last Wednesday’s crackdown, which a campaigner said could help stem the trade. “Innocent Muslim girls are dragged into the trap of marriage to wealthy sheikhs of Arab countries,” Mahendar Reddy, Hyderabad police commissioner, said in a statement. “After reaching the new country, they are exploited at the hands of several others.” The rescued girls were all set for wedlock, the police said. Campaigners said scores of such marriages are performed every year and in most cases the girls are abused physically and sexually, or pushed into domestic servitude. Farid Ahmed Khan, the chief qazi of Mumbai - which lies some 700 km (435 miles) west of Hyderabad - was among those arrested and charged with trafficking.
Khan brokered marriages and provided forged marriage certificates, aided by a network of brokers and agents, many female, who arranged fake identity cards and travel, police said. Marriages with rich, often elderly, Arab men, have been prevalent for decades in the technology hub of Hyderabad. Girls’ parents usually get a cash payment for agreeing to the marriage. The police have cracked down on child marriage in Hyderabad and nearby areas but officials say most are performed secretly. Hyderabad police launched an investigation last month into the marriage of a 16-year-old girl to a 65-year-old Omani man in exchange for 500,000 Indian rupees ($7,715) after she contacted her mother from Muscat crying for help. “A crackdown like this would make families fearful of giving away their daughters in such marriages, that they are lured to with money,” said Jameela Nishat, founder of Shaheen’s Women’s Resource and Welfare Association. “This crackdown is big and will check the practice.”

Judwaa 2 is one such film that is unabashedly catering to ‘leave-your-brainsbehind’ sort of cinema. So does it manage to raise laughs or fails in its endeavour, lets analyse. Judwaa 2 deals with the fun adventures of twin brothers separated at birth. Rajiv Malhotra (Sachin Khedekar) meets the evil Charles (Zakir Hussain) in the flight and helps the authorities in getting him arrested. At the same time, Rajiv’s wife Ankita (Prachee Shah Paandya) gives birth to twins. Charles gets arrested in the hospital where Ankita had her delivery and he runs away with one of the twins. Rajiv and Ankita presume that child to be dead due to certain circumstances and they move to London with their other son. This son, Prem (Varun Dhawan), grows up as a shy and docile person who can be easily bullied. His brother Raja (Varun Dhawan) grows up in Mumbai’s Versova and is the opposite of Prem – he is outgoing, brash and bullying him is next
to impossible. However, Raja falls in trouble when he fights with Alex (Vivan Bhatena) and injures him badly. Alex is incidentally the son of Charles and is also quite villainous. Raja and his sidekick Nandu (Rajpal Yadav) escape to London as a result. In the flight, he meets Alishka (Jacqueline Fernandez) and both fall for each other. Prem on the other hand starts dating Samaira (Taapsee Pannu) who learns music from him. But strange things start happening to both Prem and Raja as soon as the latter lands in London. The twins suffer from a peculiar problem – if one feels pain, the other shall also experience the same feeling and both even replicate each other’s actions, depending on distance. Both go through a series of hilarious incidents as a result. What happens next and how the madness unfolds is what the rest of the film is all about. Judwaa 2 is a reboot of the original Judwaa and those who have seen the original would know what to expect. However, the makers have tweaked certain portions and moreover, setting up the story in London has given the film a fresh and grand touch. The initial portions involving the twins getting separated and how Raja gets saved from the oncoming train is well executed. The entry of Raja is whistle worthy and his antics add to the fun. The entry of Samaira and Alishka also take the film to a new level. However, the film gets a bit sexist and some of the scenes like the butt slapping sequences and Prem forcefully kissing Samaira might be seen as crass by a certain section of audiences. Also, Prem even smooching his to be mother in law (Upasna Singh) comes across as a funny sequence but again, it will evoked mixed and even extreme reactions. On the positive side – the film has some hilarious scenes as well that bring the house down. The sequence with Pappu Passport (Johnny Lever), Raja creat-
ing a scene at the London airport, Prem’s various meetings with Dr Lulla (Ali Asgar), the bathtub sequence etc., are very funny. Raja using his modus operandi of narrating a sad story followed by his phone ringing is devoid of logic but makes for a fun watch despite getting repetitive. But there are also few scenes that don’t work. Post-interval, it becomes tedious to see Prem and Raja being held up as a result of mistaken identity. But thankfully, the climax is where the film picks up. The film’s story is a no-brainer but works for the intended audience. Yunus Sajawal’s screenplay is effective and entertaining. But it could have been better and a lot more imaginative in certain places, especially in the second half. Farhad-Sajid’s dialogues are one of the highpoints. The duo is known for playing with words very well and has taken several films to great heights. Judwaa 2

is no exception. Ganesh Acharya and Bosco Martis’s choreography is eyecatching and one of the highlights of the film. Ayananka Bose’s cinematography is satisfactory. ANL Arasu’s action is massy and not too gory which works for this kind of a film. Ritesh Soni’s editing is simple and Rajat Poddar’s production design is very grand and rich and gives the film a great look. The costumes are also quite lovely, especially the ones worn by Jacqueline Fernandez and Taapsee Pannu. On the whole, Judwaa 2, despite all the goofs, flaws and clichés, comes across as a decent paisa-vasool entertainer. At the box office, it has the potential to keep the cinegoers happy as it is quite massy and audiences have been deprived of quality content since a long time. Rating:

Playback singer Udit Narayan's son Aditya Narayan, a TV anchor, singer and actor himself, has been caught on camera threatening an airline employee during a dispute over the fees for| excess baggage. The episode occurred on Monday in Raipur. In the video, which has since gone viral, Aditya is heard telling the airline staffer: "Teri chaddi nahin utari na maine, toh mera naam Aditya Narayan nahin (If I don't unclothe you, my name is not Aditya Narayan)." However, the airline, IndiGo, ensured Aditya paid almost the entire Rs 13,000 fees - making him pay Rs 12,900. He was given the boarding pass only after he apologised. "Aditya Narayan apologised to the ground staff and thereafter was given the boarding pass. We cannot compromise the dignity of our staff or passengers," Indigo spokesperson Ajay Jasra said in a statement. Aditya Narayan was in Raipur to perform at a Dussehra event, and was taking a flight back to Mumbai. "He was travelling with a group of five people, carrying excess baggage. The amount to be paid for the excess baggage came to Rs 13,000. He refused to pay the female check-in staffer, and said he would not pay more than Rs 10,000," said the statement. IndiGo said Aditya, 30, used "unparliamentary language" with the woman employee.

Asian Indian parents prepare in advance for their children’s college education, but can they always afford it? When it comes to saving and funding their children’s education, Asian Indians are among the best prepared, according to MassMutual’s College Planning & Saving Study. Almost half (49 percent) of Indian parents started saving for college before their children turned five, the earliest compared to all other multicultural groups in the survey. In fact, by the time a child is ten, 79% percent of Indian parents are saving for college, and one in five has saved $50,000 or more. Culturally, Indians place a great deal of emphasis on higher education, which they consider fundamental to character development, as well as the gateway to a financially secure future. Moreover, most Indian parents believe their children’s focus in college should be on getting good grades, and not on figuring out how to pay for it. “Asian Indian parents consider it a duty to finance their children’s education,” said Evan Taylor, director of multicultural markets with MassMutual. Asian Indians who participated in the survey emerged as less likely to rely on loans and government scholarships, preferring to pay for it themselves. Two-thirds are planning to pay for more than half of the expenses. Yet, only half of the parents surveyed are confident they will be able to afford it when the time comes. Their concern may be justified: A family with a 5-year old child entering kindergarten today can expect to pay an estimated $368,739 for private 4-year college tuition in 2030, according to the MassMutual college savings calculator. While Asian Indians generally diversify financial planning with stocks, bonds and buying gold, saving early to fund their children’s college is a sensible choice. Parents in the study who started saving at birth or before their child’s first birthday had saved an average of about 40 percent more than those who began saving after their child turned 10. However, more immediate financial priorities like childcare costs can overwhelm new parents who might find it difficult to save for future needs. The age of five is a crucial tipping point for savings. That’s when many parents can stop paying for childcare expenses and save those funds for college instead without disturbing their current spending habits. Even saving a portion of the childcare expenses can add up over 12 years; for example, saving $200 a week can total over $130,000 (with a conservative interest rate).

Encourage monetary gifts (including 529 plan gift cards) from family members and friends for college savings at Diwali and other gift-giving events. 4. Know how much you need to save. Estimate college costs by using free online tools such as MassMutual’s college savings calculator. 5. Protect your loved ones for unexpected events. India’s coffee output is likely to rise 12.3 percent from a year ago to 350,400 tonnes in 2017/18 due to an expansion in the area under cultivation, the state-run Coffee Board said last Tuesday. The South Asian country, which is famous as a tea producer, is also the world’s No.6 coffee grower, mainly churning out the robusta beans used to make instant coffee, but also producing some of the more expensive arabica variety. India, which some say started coffee cultivation in 1670 with seven smuggled beans, exports three-quarters of its production. Italy, Germany and Belgium are the main buyers of India’s crop, paying a premium over global prices.
RBI increases foreign investment limits The Reserve Bank of India (RBI) said last Thursday it would raise the foreign investment limits for government bonds by 80 billion rupees ($1.22 billion) to 2.5 trillion rupees for the October-December quarter, after current quotas had been almost fully exhausted. The RBI said the limits for long-term investors in government bonds would be raised by 60 billion rupees, while the limits for general investors would be raised by 20 billion rupees. The banking regulator also raised the limits for state development loans by 62 billion rupees, with 47 billion rupees of that raised for long-term investors and 15 billion rupees for general investors. The changes in limits would be effective as of Oct. 3.
NEW DELHI (Reuters) - India is considering ways to revive its slowdown-hit economy and will unveil the “necessary” steps once Prime Minister Narendra Modi signs off on them, Finance Minister Arun Jaitley said last Wednesday. Jaitley has held meetings with cabinet colleagues and other government officials over the past two days to devise a plan to lift economic growth, which slipped to a three-year low of 5.7 percent in the quarter to end-June. “We have taken note of all the economic indicators available,” Jaitley told reporters. “The government will take any additional moves which are necessary.” But he refused to divulge details, saying the measures would be unveiled only after consultation with Modi. The last quarter’s dismal figures prompted many private economists to revise down estimates for the fiscal year ending in March 2018.
The faltering economy has offered the opposition Congress party ample grist for its campaign against Modi ahead of general elections in 2019. Although industrial output posted a modest recovery in July, 15 of 23 manufacturing industries recorded a contraction, adding to the concern. Some economists are calling for expansionary fiscal policy to stimulate flagging consumer demand in Asia’s third-largest economy. India eases foreign investment rules for corporate debt MUMBAI - India’s central bank last Friday eased rules governing foreign investment in corporate bonds by excluding rupeedenominated securities from its overall debt limit. The move potentially freed up 440 billion rupees ($6.79 billion) of debt available to offshore investors. Access to the corporate bonds by foreign investors will be phased in over the next two quarters -- 270 billion rupees during October-December and 170 billion rupees in January-March, the Reserve Bank of India said in a circular. Rupee-denominated bonds -more widely known as masala bonds -- will now come under rules for external commercial borrowings and issuers will have to take prior permission from the
RBI to raise the paper. Earlier these masala bonds used to be classified under the foreign portfolio investment limit for corporate bonds that stands at 2.44 trillion rupees. This total limit has been fully taken up following massive foreign inflows. So far this year India has attracted $23.7 billion in debt investment and $6.08 billion in equity purchases, helping the rupee rise 4.8 percent. “It is in a way further liberalization for foreign investors,” said one official, adding that India’s external debt is in comfortable shape. India’s total external debt stood at $471.9 billion as of the end of March, of which external commercial borrowings stood at $124.5 billion, according to the RBI data.

NEW DELHI - The Indian government last Friday said it will buy 10,000 electric cars from Tata Motors Ltd to start replacing petrol and diesel variants being used by its agencies. They will be used to replace government cars over the next three to four years, a government statement said. The total number of vehicles used by government
agencies is around 500,000. Tata Motors will supply the cars in two phases starting in November. India wants to promote the use of electric vehicles to curb carbon emissions and energy demand. The federal think tank in May laid out a 15-year roadmap for electrifying all new vehicles by 2030 and limiting the registration of petrol and diesel cars.

The DGH has also proposed the state-owned companies form technical tie-ups with private firms, offering to give them an assured rate of return if the output increases beyond a certain level, the five sources said. The shift in strategy is triggered by the inability of domestic explorers to keep pace with India’s rising energy demand. After the discovery of the Bombay High oil fields in 1974 and Bassein gas fields in 1976, ONGC has not been able to bring any new major fields into production in the last three decades.

Exercise prevents or improves conditions such as hip fractures, heart disease and diabetes that often underlie mobility disability, said lead author Roger Fielding of Tufts University in Boston. But “it was not known if exercise could prevent the onset of physical
disability in older adults who might be at risk for becoming disabled and if the amount of exercise that was performed influenced this response,” he told Reuters Health in an email. The researchers studied 1,635 men and women who enrolled in The Lifestyle Interventions and Independence for Elders (LIFE) Study in 2010 and 2011, between ages 70 and 89. Moderate intensity exercise is generally safe for most people, Fielding said. “Walking was part of our intervention and almost all older people, even those with mobility problems, can begin a walking program.” He recommends starting slowly, with about five minutes per session and building up over

In addition to having the greatest risk of atherosclerosis, people who skipped breakfast also had the greatest waist circumference, body mass index, blood pressure, cholesterol and blood sugar levels. Participants who skipped breakfast were more likely to have an overall unhealthy lifestyle, including poor overall diet, frequent alcohol consumption and smoking. They were also more likely to be overweight or obese.

Even after researchers accounted for diet and other risk factors for heart disease, people who routinely skipped breakfast were significantly more likely to develop atherosclerosis compared to individuals who normally had a morning meal, the study found. “A greater percentage of energy consumed earlier in the day may favor cardiovascular health,” lead study author Dr. Valentín Fuster of the CNIC in Madrid and Mount Sinai Heart in New York City said by email.
“Many overweight people who might be skipping breakfast or other meals in the hope of losing weight should keep in mind that studies have repeatedly shown that contrary to the commonly held belief, such habits can be associated with (weight gain) and might lead to significant metabolic abnormalities including the increased risk of metabolic syndrome and diabetes,” said Dr. Prakash Deedwania, author of an accompanying editorial and researcher at the University of California, San Francisco. “Indeed, these studies have proved the age old concept that breakfast is the most important meal of the day,” Deedwania said by email.

To see how blood pressure control is influenced by patients checking it themselves at home, researchers examined data from 25 previously published studies that randomly assigned a total of more than 10,000 people to either monitor themselves regularly or just stick with usual care including periodic checkups at the doctor. Overall, for people who didn’t get extra support to go along with their home testing, there wasn’t much difference between selfmonitoring and sticking with blood pressure checks only at the doctor’s office, the study found. But when home monitoring was paired with extra support or medication adjustments
managed by patients based on test results, people achieved significantly lower blood pressure compared to usual care. “If self-monitoring is combined with ongoing tailored interaction with the patient, then this can enable important improvements in blood pressure control, over and above self-monitoring on its own,” said lead study author Dr. Katherine Tucker of the University of Oxford in the UK. “Our research shows that increased collaboration between a patient and either their general practitioner, a nurse or a pharmacist in the treatment of hypertension can result in important decreases in blood pressure and improved control necessary to improve a patient’s health,” Tucker said by email. A daily half hour’s exercise could prevent 1 in 12 early deaths, study shows LONDON - People who exercise five days a week for 30 minutes significantly reduce their risk of dying early and of developing heart disease, even if a sports club or gym is not an option, according to a new international study. Tracking 130,000 people in 17 countries, both rich and poor, the study found that whether it’s going to the gym, walking to work, or tackling household chores like laundry or gardening, being physically active extends life and reduces illness. The researchers, led by Scott Lear, a heart specialist at St Paul’s Hospital in Canada, also found a so-called dose response: The more people exercise, the greater the reductions are in their risks of getting heart disease or dying early. Cardiovascular disease is the world’s leading cause of death and a major economic burden in treatment and care for those who
develop it. It killed 9.48 million people globally in 2016. “Walking for as little as 30 minutes most days of the week has a substantial benefit, and higher physical activity is associated with even lower risks,” Lear said in a comment about the findings, published in The Lancet medical journal. He also noted that some measures to prevent or treat heart disease, such as taking medicines or eating more fruit and vegetables, can be unaffordable for the world’s poorest people. Yet walking is free and brings substantial health gains. considered normal or healthy. Pressure readings that are consistently 140/90 mmHg or greater are considered high blood pressure. When researchers looked at the “top number” known as systolic blood pressure (the pressure blood exerts against artery walls when the heart beats), they found home blood pressure checks were associated with average reductions that were 3.2 mmHg larger than with usual care over 12 months.
When self-monitoring wasn’t paired with any additional support, however, it was only linked to an extra 1-mmHg drop in blood pressure compared to usual care - a difference too small to rule out the possibility that it was due to chance. With plenty of extra help tailored to patients’ individual needs, self-monitoring was associated with a blood pressure reduction 6.1 mmHg larger than with usual care, the study found.
Too little sleep tied to weight gain in kids Children who don’t get enough sleep may be more likely to become overweight or obese than kids who typically get enough rest, a Danish study suggests. The researchers focused on 368 normal weight children between 2 and 6 years old who were at risk for becoming overweight because they were born at a high birth weight, had heavy parents or came from a low-income family. At the start of the study, parents recorded sleep diaries for their children over 7 days, noting how much total rest kids got and whether the children took naps, slept through the night, had difficulty falling asleep or waking up, or suffered from other sleep issues. Parents also completed food diaries. The children who got the least amount of nighttime sleep on average were more likely to become overweight during the following 1.3 years, the study found. Kids who became overweight were also more likely to consume a lot of sugary foods and drinks. “Our study showed that children with the highest sleep variability consumed higher amounts of added sugars and sugary beverages but lower amounts of fruits and vegetables compared with children with lower sleep variability,” said lead study author Anna Rangan of the University of Sydney. “This suggests that children who have less variable sleep duration, or better sleep routines, have better dietary quality than those who may have less stringent sleep routines,” Rangan said by email. While plenty of previous research has linked inadequate sleep to obesity in both children and adults, less is known about toddlers and young children with a high risk of obesity because of their own birth weight or parents’ weight and

Kids who slept less were more likely to have trouble falling asleep - and to go to their parents’ bed at night - than children who got more rest, the study also found. One limitation of the study is that researchers relied on parents to accurately recall and report on children’s sleep routines, the authors note. It’s also possible that some unmeasured or poorly measured factors like socioeconomic status, family characteristics or physical activity might influence the connection between sleep and obesity. Even so, the findings add to
previous research linking inadequate sleep to increased caloric consumption and poor food choices, said James Gangwisch, a psychiatry researcher at Columbia University in New York who wasn’t involved in the study. “Eating a poor diet, inadequate physical activity and being overweight can also contribute toward disturbed sleep,” Gangwisch said by email. Parents can help children get more sleep by enforcing a regular sleep schedule even on weekends and holidays, creating a calming bedtime routine, and removing electronics from the bedroom, said Stacey Simon, a pediatric sleep psychologist at Children’s Hospital Colorado and the University of Colorado Anschutz Medical Campus in Aurora. “Teaching kids that sleep is a priority – and modeling this behavior – by blocking out enough time to get the right amount of sleep is important, especially as children get older and become more independent,” Simon, who wasn’t involved in the study, said by email. “In addition to weight, we know that insufficient sleep has a negative impact on children’s behavior, mood, and cognition,” Simon added. “So getting the right amount of sleep is extremely important.”

Researchers gave fitness trackers to 200 adults and asked them to set daily step count goals to increase their activity levels. All had at least one other family member participating in the experiment, and half of the families were randomly chosen
for a team competition with prizes tied to achieving daily and weekly step goals. Winning the game required all participants in the family to reach their target number of daily steps. That’s because the team score each day was based on one person, and participants never knew on any given day which individual in their household would be selected to have their exercise counted. During the 12-week gam-
ing period, competitors in the competition hit their daily step goals more often than the control group of participants who weren’t in the game, the study found. Gamers also increased their daily activity levels by about 1,700 steps, or roughly one mile, more than twice the gains achieved by people who weren’t part of the competition. “The game was designed to help families work together toward their goals,” said lead study author Dr. Mitesh Patel, a researcher at the University of Pennsylvania in Philadelphia and director of the Penn Medicine Nudge Unit. “This leverages collaboration, accountability and peer support to motivate behavior change,” Patel said by email. “The control group used activity trackers alone and there is a lot of evidence that for most people these trackers alone will not lead to sustained behavior change. To encourage people to make lasting changes in their exercise habits, researchers relied on behavioral economics, Patel said.

NAGPUR - Opening batsman Rohit Sharma smashed 125 to guide India to a convincing seven-wicket win against Australia in the fifth and final one-day international in Nagpur on Sunday, for a 4-1 series victory. Chasing 243, the hosts cantered to their target with over seven overs remaining as Australia’s listless bowling attack failed to pose any serious challenge. Australia lost the first three ODIs of the series to concede an unassailable 3-0 lead but regained some pride with a 21run win in the fourth match at Bengaluru. They would have wanted to gain some momentum with another victory ahead of the
three-match Twenty20 series, starting on Saturday, but a clinical performance from India barely gave them an opportunity. Sharma and Ajinkya Rahane, who completed his third consecutive half-century, gave India a rollicking start with an opening stand of 124 before the latter was out for 61. It was Sharma’s 14th hundred in the 50-over format and he brought it up with a massive six over mid-wicket against paceman Nathan Coulter-Nile. The stylish right-handed batsman, who had scored 71 and 65 in the last two matches, hit 11 fours and five sixes in his 109-ball knock. Sharma and captain Virat
