Annual Meeting and Pool Registration for 2011 The Association failed to meet quorum at the Annual Meeting on March 21st being just 22 members short. The board will reconvene the Annual meeting of the membership Thursday, April 28th at the Krueger Elementary Cafeteria. Doors will open at 5:30 pm for pool registration so please arrive early and bring your pool card(s) to be registered. The meeting will begin promptly at 7pm.  The agenda includes a discussion of official business including a proposal for development at the Sports Park. To reach quorum we will need to have 194 homeowners represented in person or by proxy.  Please attend as a door prize will be given away to a member who is present once quorum is reached. If you are unable to attend, please send to the meeting your signed proxy form with a neighbor, friend, or mail it to Spectrum. Our last meeting door prize winner was Brian Vance who received a $25 VISA gift card. Pool 2011 Registration Due to concerns over privacy of homeowner information at the pools, the Board has decided to limit pool registration for 2011 to official registration days. The board has announced three final opportunities to register your pool card for the 2011 Pool season here in the community. If members are unable to attend these registration dates, they can still register their pool cards at the Spectrum Association Management office which is located at 17319 San Pedro #318, San Antonio, TX 78232 from 9am to 5pm throughout the swim season. •

Architectural Control Committee The Wildhorse HOA is looking for one (1) volunteer to sit on the Architectural Control Committee. This committee protects the property values from possible detrimental impact of uncontrolled exterior changes by homeowners. It does this by reviewing, and then approving or disapproving homeowners’ applications for such changes based upon conformance of the proposed changes to the architectural standards outlined in the governing documents. In protecting property values, members of the ACC have serious responsibilities. As a member you must be able to remove yourself from personal and social considerations and evaluate applications objectively, relative to the architectural standards. You must be prepared to make hard decisions. There may be times when you will have to deny an application for someone you know. Community Garage Sale Saturday, April 30th 7am-2pm Neighbors, are you ready to clear out the garage after a busy summer? Do you have closets in need of cleaning out?  Maybe you’ve done some redecorating? Well, get ready to price tag it for our next community wide garage sale, scheduled for Saturday, April 30th.  We will provide the newspaper advertising & signs outside of the neighborhood.  You will simply need to provide some directional signs to your home. There is no need to register for the garage sale. WILDHORSE Water Saftey - (Continued from Cover Page) You must be a resident current with HOA dues and have no outstanding violations in order to receive your pool sticker(s). Spectrum associates will be available to process quarterly or yearly payments on-site on April 23rd and 28th (payable by check or money order only; no cash accepted). All forms are available for download at www.wildhorsecommunity.com . A separate form for owners with tenants is also available and will need to be notarized before it is accepted.  Please take advantage of this opportunity to register for the 2011 swim season here in the community.

Tree Pruning Class –

Saturday, May 7th at the Sports Park Spring is here and many residents will be busy beautifying their lawns and gardens to make their home stand out from their neighbors. Missing from their plans is often the center piece of their landscape – the trees. The Public Works committee is sponsoring a FREE class on how to prune your trees to improve achieve healthy growth and to ensure easy passage for pedestrians. The class will be held Saturday May 7th at the Sports Park starting at 9 am. Please stop by to see this informative presentation and give your trees a limb up on the competition.

Community Center Committee At the annual meeting of the Board of Directors, it was announced that the there are preliminary plans to fulfill the vision of a Community Center at the Sports Park.  Though no concrete plans have been made, the board would like to establish a voluntary committee from the community to help offer ideas, develop a plan, and eventually oversee construction of our multi-purpose community asset. The board is looking for qualified candidates to sit on an advisory committee who possess a background in surveying, design, construction, finance, etc. who can help guide this project to completion.  Potential candidates should send a brief statement of their qualifications to board@ wildhorsecommunity.com. Membership will be limited and will serve by appointment only. Please consider offering your time, experience, and talents for the benefit of the entire community for this exciting project. The deadline to apply is Saturday, April 30th.

WILDHORSE Five for Wildhorse When thinking about what will be different for you and your family in 2011 or how you can instill the seed of volunteerism in your children, look no further than right here in Wildhorse. While community participation in committee-sponsored events in 2010 grew as it has over the past few years, new membership to support the volunteers on those committees has not been as promising. The very few who offer their time and talents to support the community as a whole make it possible for the community to enjoy the many events highlighted in last month’s newsletter. Most HOAs offer little to nothing to their members, but Wildhorse is no ordinary HOA due entirely to the residents who volunteer their time. In the spirit of the New Year, please consider giving the gift of service to our community. The Wildhorse board of directors has authorized a new incentive program to encourage all residents to participate in making this a better place to live. We are asking all residents to set a goal of five (5) service hours to the community by volunteering to help at a community function, writing articles for the newsletter, participating in community clean up days or starting one on your street, or to help with managing community meetings to name a few options. The HOA will offer a commemorative gift to the first 50 residents who accrue 5 hours of service to the Wildhorse HOA. This is an opportunity for students who need community service hours, families who want to do something positive together, or individuals who want to make a difference. HOA Dues Prepayment Incentive for 2011 – It’s not too late!

The Board of Directors authorized a prepayment incentive for 2010 and was able to encourage some new members of the association to prepay their dues for the fiscal year. Due to the success of this endeavor, the HOA extended this campaign this year. Residents have a chance at winning one of ten $50 gift cards to be raffled off to homeowners who have prepaid their entire remaining year balance by April 30th, 2011. It’s not too late -- Please join your many neighbors who have one less bill to worry about this year.

WILDHORSE Wildhorse Cyclones As our summer neighborhood swim team season is quickly approaching we would like to discuss some of the changes that are being made to minimize traffic issues around the Sports Park complex.  First, we are hiring someone to help us with directing traffic during our meets.  Also, we will be hanging a four by nine foot banner that indicates where everyone is supposed to park, which is the Krueger Elementary parking lot.  Also, we will be using cones as well as other markers to help keep people from parking in areas that make it difficult for emergency vehicles to pass.  Our hope in making these changes is to alleviate concerns with illegal parking as well as safety issues.  The swim team will be holding registration on April 10th from 1:30 to 3:30 PM.  There will be other opportunities to register but we will be available to answer your questions and to meet you!

Recipe of the Month Bread Pudding

5 baked biscuits, crumbled 1 C. sugar 2 C. milk ¼ C. margarine, melted 2 eggs, well beaten 1 tsp. vanilla

Combine all ingrediants, stir well. Pour in 1½ quart casserole. Pour ½-inch water in baking pan and place casserole in pan. Bake at 350° for 1 hour, or until knife inserted in center comes out clean.

Topping • ¼ C. sugar • 1½ T. cornstarch • 1¼ C. milk Cook on low heat until thick, stirring constantly. After removing from heat, add ½ tsp. vanilla. Pour over pudding. May sprinkle nutmeg on top.

WILDHORSE Wildhorse Community Sports Park/Common Areas Rules, Regulations and Use Policies • Sports Park and other premises are private property and for the exclusive use and enjoyment of Wildhorse Community Residents in good standing and their guests. Guests must be accompanied by Wildhorse (WH) residents at all times. No trespassing permitted. • Sports Park is open for use from 6:00 am to 10:00 pm. • Children under the age of 12 must be accompanied/supervised by an adult.

• Weapons are prohibited in all WH Common Areas . • Open fires/flames, fireworks, explosives, gunpowder or other combustible items are prohibited. Grills are to be used only in the designated or designed areas. • Pets are only permitted in the designated areas, leashed and under control/supervision at all times. Pet owners are expected to be responsible for proper disposal of all pet waste. • Pets are not permitted in the fenced/kiddie playground area.

• The usage is at your own risk. Enter and play safely and responsibly.

• Playground equipment is limited to children accompanied by an adult 18 years or older.

• Sports Park shall be used on a first come, first served basis.

• Sitting, standing, walking, skating, skateboarding on table tops or structures within the sports park/common areas is prohibited.

• Hitting golf balls within the Sports Park is prohibited. • Organized team sporting events are prohibited. It should be used for non-organized outdoor activities that are not of nuisance to those in the park or surrounding homes unless approved by the HOA. • Alcoholic beverages, glass containers, camping, loitering, noise, loud music/loudspeakers or any other amplifying equipment are prohibited unless permission has been specifically authorized or granted by agreement. • All WH special events and reservations must be coordinated and confirmed with Spectrum Association Management. • No motorized vehicles (including motorcycles, ATV’s, go-karts, cars/trucks etc.) are permitted on grassy areas or the walking trails. • During the hours of operation, all vehicles must be parked in designated pool parking areas and should not remain after the park has closed. Violators will be towed at owner’s expense. • Littering is prohibited. Designated receptacles are provided for trash disposal. It is prohibited to Dump, Deposit or leave any bottles, broken glass, ashes, paper, boxes, cans, dirt, waste, garbage, refuse, or other trash on park property. No such refuse shall be left anywhere on the grounds thereof, but shall be placed inside the proper receptacles where these are provided; where receptacles are not so provided or are full, all such rubbish or waste shall be carried away from the park by the person responsible for its presence, and properly disposed elsewhere.

Violators will be subject to arrest and prosecution to the fullest extent of the law. • Enforcement: WHA has given the current contracted security company the right to enforce these rules, regulations and policies. • Severability: Security Officers are authorized to: inform any person who does not obey the rules about the violation, remove any violator from the park and apply /and adhere to the Bexar County Laws. Residents should follow the direction of Security Officers when asked and provide necessary identification when requested. Failure to do so may result in revocation of access to community amenities including pool areas as outlined in the community covenants, conditions and restrictions (CC&Rs). • Liability: WH assumes no responsibility or obligation for any injury or damage that may occur within the Sports Park or other premises.
