STEM Outreach Web Portal Project (RFP 780-GC21665)
Project Summary WSU Tri-Cities has positioned itself over the past 35 as a Tri-Cities leader in innovation and experiential education. In an effort to expand it’s offering to the community, WSU Tri-Cities’ STEM Outreach programs seeks to develop a web resource for educators, students, and parents alike. The web application will provide links to STEM resources, a common calendar of relevant events, and a tool for connecting educators with classroom volunteers.
Introduction Douglas Waltman II is a consultancy in Washington State specializing in web applications design and development. The company was named after the owner, Doug Waltman, a Tri-Cities transplant of 7 years with a background in web development of over 11 years. The company has the experience, capability, and time to meet and exceed the goals of the STEM Outreach program as it relates to the project proposed herein. This project is notable because of it’s intent for outreach and education. Doug has been involved in several educational related projects over the years which include several self-starters (Tutbox back in 2006, and soon to be released in 2014: Starfactory) as well as for others (the Learn About Web conference, TriConf, and local “Tuestorials” Meetup where professional share knowledge with each other) to name a few.
Scope This proposal assumes the scope as outlined by WSU RFP 780-GC21665

Technology The development platform Ruby on Rails will provide the ability for the consultant to rapidly develop features for the site within a short time frame without giving up code quality. With a strong and active development community, it is a stable path forward into the future. Consultant utilize the hosting platform “Heroku” due to it’s simple, scalable pricing and the ability to rapidly deploy software to the web. 2
