San Juan School District Educational Technology Department REQUEST FOR STATEMENT OF INTEREST AND QUALIFICATIONS: Microsoft Datacenter and Cloud Technology support San Juan School District (SJSD) is seeking a consulting partner to help with a number of projects using Microsoft datacenter and cloud technologies. These technologies include, but are not limited to, hosted applications like Windows Azure and Office 365, Windows Server and all of its various roles and features, and the Microsoft System Center suite of products. SJSD is accepting a Statement of Interest and Qualifications (SOIQ) from qualified Microsoft datacenter and cloud implementation vendors licensed and certified as applicable in the state of Utah for work within SJSD. The SOIQ and supplemental information must be posted to the bid site (BidSync) on bidsync.com before the end of the bid as listed on bidsync.com. Statements received after that time will not be considered. Questions, interpretations, clarifications, or communication regarding this SOIQ shall be made using the questions tool on bidsync.com. In order to give all potential vendors access to the same information questions will only be answered on BidSync.
Reserved Rights The San Juan School District reserves the right to reject any or all submittals, or to waive any formality or technicality in any submittal, in the best interests of the district, while still complying with Utah state purchasing code. While it is the intent of the district to proceed with this appointment, this solicitation does not obligate the district to enter into a contract.
Contract Scope The selected vendor will be contracted to provide Microsoft datacenter/cloud implementation, upgrade and break fix assistance for projects defined in separate SOW (scope of work) documents when requested. The agreement will not be based on volume nor will SJSD guarantee work within the yearlong contract. SJSD will maintain the right to manage and self-perform any task without using or involving the contracted vendor as needed. The vendor will be contracted for one year. The district holds the option to extend the contract each year up to five years. The district also holds the right to cancel the contract due to budget concerns, non-satisfactory work, or other reasons at any time within the contract. Each engagement will have its own SOW document agreed to by the district and the vendor before work starts. The district may choose to issue a small blanket SOW to cover small issues or emergencies.

Documents shall be uploaded to BidSync in a standard format such as pdf, html, or Microsoft Office 2013.
Required Documents Those who will be evaluating the proposals are required to consider cost and qualifications separately. The district requires that the vendors divide their submissions into these two categories with a minimum of one document each for qualifications and for cost. There should be no mention of cost in the qualifications documents nor should there be any mention of qualifications in the cost documents. The filenames of documents should clearly identify which category they belong to. The documents should at minimum contain the items listed below. Vendors are allowed to include items not listed which they feel will help the district to better understand their capabilities.
Cost Documents Fee Schedule: Each firm should list the hourly or daily rate for each different type of service they expect could be required to complete various engagements. These should include but are not limited to: Project consulting Project management Project leadership Travel Unplanned / Emergency engagements
Cost Management
Describe how the vendor intends to manage project labor and travel to maximize district funds while performing time and material cost basis tasks.
Qualifications Documents Vendor’s Experience/Qualifications: Each vendor submitting an SOIQ should include, but will not be limited to, the following information: The name of the vendor and location of the office that will serve SJSD. A brief history of the vendor and the range of services offered. The experience, qualifications, and certifications of employees the vendor proposes to assign to San Juan School District projects. Experience and qualifications must include; experience, certifications, and designations in various Microsoft datacenter, cloud, and management (System Center) technologies. List at least two (2) individuals who may be contacted as references. SJSD reserves the right to contact clients of submitting firms not listed in the SOIQ.
Performance Expectations
Explain how soon vendor can reasonably respond to an emergency request and a project request by SJSD. Describe how vendor will manage personnel to provide quality work. Describe how the vendor will provide training and knowledge transfer to SJSD

SJSD Involvement Review: SJSD will review and evaluate the work being performed by the vendor as needed. Support and Assistance: SJSD intends to support the vendor in the following manner. Clearly define services needed Provide information (drawings, photos, access, troubleshooting, etc.) Provide district personnel to work with the vendor as outlined in each project SOW

Prior Experience with the District
The Committee will weigh any previous experiences that the district has had with the vendor, their past performance, and any benefit the district may gain from the knowledge of systems and operations that the vendor may already have. The selection committee will be comprised of individuals from San Juan School District and others as deemed appropriate by the district. The selection committee will evaluate the proposals submitted and determine if any firms will be requested to provide additional information.
