PERFORMANCE AND CONTRACT SPECIFICATIONS In order to facilitate the goal of the counties of Dare, Hyde and Tyrrell (Counties) to develop a Regional Emergency Communication Center (RECC) and expand regionalized 911 services throughout the three county region, the Counties wish to invite firms qualified to assist the participating Counties in determining the technical, operational, governance and facility feasibility of entering into and implementing a regional emergency communications center project, to submit statements of qualifications. Additionally, it is anticipated that the RECC would be co-located with an Emergency Operations Center (EOC) that would be utilized during disaster management functions. The Counties seek qualified firms who can provide subject matter expertise to the participating Counties regarding the following defined Scope of Work. A Feasibility Study for each of the following components is required to establish and implement regionalized 911 emergency communications services:  Technical  Operational  Governance  Facility The resulting work product from the firm selected must be of sufficient content and quality to be used as the basis for a grant funding application to the North Carolina E-911 Board. Statements of Qualifications will be accepted by the County Dare North Carolina, Susan A. Beck, Dare County Purchasing Agent, 954 Marshall Collins Drive, Manteo NC 27954, PO Box 1000 Manteo, NC 27954 until 3:00 p.m on the 15th day of November 2013. SCOPE OF WORK 1. Technical Feasibility Study Qualified firms will have the ability to conduct, document, and present a feasibility study, the specific scope of which is to be determined by each participating County, regarding the technical feasibility of regionalizing enhanced 911 and emergency communications services. Qualified firms shall be prepared to deliver reports that include, without limitation, an executive summary, methodology, summary analysis, findings and recommendations, options for strategies/plans moving forward, and a cost analysis – capital and operational, initial and recurring. In addition, qualified firms shall be prepared to offer professional advice, guidance,

suggestions and analysis regarding regionalization of 911 and emergency communication services as determined by the participating County. Specific areas of examination and analysis for a technical feasibility study may include, without limitation:  Conduct an assessment/inventory of communications systems and equipment currently in use.  Technical analysis of components, hardware and software necessary to accomplish regionalization goals such as CPE, non-emergency phones, mobile data terminals, CAD, radio consoles, radio systems, fire station alerting systems, DCI and NCIC.  Analysis of how a RECC would affect interoperability of communications systems on a local, regional and statewide basis.  Analysis of compatibility of CPE, radio, mapping, telephone and related equipment owned by current PSAPs and need for equipment at a new RECC. 2. Operational Feasibility Study Qualified firms will have the ability to conduct, document, and present a feasibility study, the specific scope of which tis o be determined by each participating County, regarding the operational feasibility of regionalizing enhanced 911 and emergency communications services. Qualified firms shall be prepared to deliver reports that include, without limitation, an executive summary, methodology, summary analysis, findings and recommendations, options for strategies/plans moving forward, and a cost analysis – capital and operational, initial and recurring. In addition, qualified firms shall be prepared to offer professional advice, guidance, suggestions and analysis regarding regionalization of 911 and emergency communication services as determined by the participating County. Specific areas of examination and analysis for an operational feasibility study may include without limitation:  Benefits and disadvantages to regionalization options, including impacts on capacity, redundancy, interoperability and customer service.  What configurations of RECC are possible and optimal?  Analysis of public safety operation, preparedness and response and benefits or disadvantages of regionalization.  Identification of location and back up location of RECC.  Analysis of how RECC would affect the array of services provided to dispatch entities, including the ability to respond to 911 calls and provide Emergency Medical Dispatch (EMD), Emergency Police Dispatch (EPD) and Emergency Fire Dispatch (EFD).  Analysis of impact on non-911 services to community such as booking, housing of prisoners and citizen walk–in services and any related administrative task.  Capacity for coordination of local and regional police, fire and EMS resources, including response to routine events and surge capacity during major incidents.

Analysis of cost impact on participating County, including estimation of initial and recurring costs and potential for ongoing operating or capital cost savings and demonstration of cost effectiveness or ineffectiveness of proposed project(s). Analysis of personnel structures and costs at each participating County, including analysis of the core and additional services provided by current personnel and estimated personnel costs for staffing a RECC utilizing NFP 1221, NENA, and APCO staffing modules, along with the cost to maintain or increase other public safety services at existing local agencies. Development of written implementation plan or proposal to guide regionalization and consolidated operations of participating agencies. Determination of maximum and minimum community participation necessary for successful implementation of possible RECC configurations. Development of a written implementation plan or proposal to guide operations of an EOC in carrying out the principles of emergency preparedness, emergency management, and disaster management functions at a strategic level in an emergency situation.

Governance Feasibility Study Qualified firms will have the ability to conduct, document, and present a feasibility study, the specific scope of which to be determined by each participating County regarding the governance feasibility of regionalizing enhanced 911 and emergency communications services. Qualified firms shall be prepared to deliver reports that include, without limitation, an executive summary, methodology, summary analysis, findings and recommendations, options for strategies/plans moving forward, and a cost analysis – capital and operational, initial and recurring. In addition, qualified firms shall be prepared to offer professional advice, guidance, suggestions and analysis regarding regionalization of 911 and emergency communication services as determined by the participating County. Specific areas of examination and analysis for a governance feasibility study may include without limitation:  Analysis of how participating communities should organize themselves to provide autonomy and long term sustainability of RECC.  Demonstration that a satisfactory governance arrangement can be made regarding RECC accountability, service standards and control.  Comprehensive review of all personnel policies, job descriptions, training requirements, and reporting lines and advancement opportunities, including analysis of potential labor relations and legal issues related to consolidating staff from the various PSAPs into one RECC and provision of specific recommendations for a successful transition.  Provide examination of potential legal and organizational structures that will be allowable by law and suitable practice for all participating agencies.  Provide assistance and guidance in identifying contents and formats of inter-locale agreement(s) and or other applicable shared service agreement(s) or contract(s) for service.

Facility Feasibility Study Qualified firms will have the ability to conduct, document, and present a feasibility study, the specific scope of which to be determined by each participating County regarding the facility feasibility of regionalizing enhanced 911 and emergency communications services. Qualified firms shall be prepared to deliver reports that include, without limitation, an executive summary, methodology, summary analysis, findings and recommendations, options for strategies/plans moving forward, and a cost analysis – capital and operational, initial and recurring. In addition, qualified firms shall be prepared to offer professional advice, guidance, suggestions and analysis regarding regionalization of 911 and emergency communication services as determined by the participating County. Specific areas of examination and analysis for a facility feasibility study may include without limitation:  Review and analysis of current stakeholder operational and functional space requirements.  Evaluation and recommendations of future space requirements based on the planned consolidation.  Programming of current, projected and future requirements for the consolidated facility to include space for an EOC.  Site location and assessment based on the defined facility requirements.  Preliminary budget analysis for potential construction and operational costs of the consolidated facility.  Provide a detailed programming study report defining the required spaces.  Provide a minimum of three building layouts and elevations showing options for the facility.  Provide site analysis for a minimum of three potential building sites, each showing a minimum of two of the building layouts as they can be situated on the properties.

QUALIFICATIONS Firms submitting a statement of qualifications must clearly display an extensive knowledge of conducting feasibility studies, public safety/911 communication consolidation, regionalization, 911 communications related equipment and subject area (technical, operational, governance and/or facility) for which it is submitting a response. The statement of qualifications must contain, at a minimum, the following information:  A profile of qualifications and capabilities  A detailed description of the bidder’s experience relevant to the RFQ performance requirements  Resumes of key personnel  References, including all contact information (reference name, mailing address, phone number, and email) from three customers for whom the bidder has performed services

The number of years the firm has provided similar service as defined in this RFQ Any other information the firm feels is relevant and supports its claim of experience and expertise
