Welcome To The Southgate Gazette Official Newsletter of the Southgate Homeowners Association The Southgate HOA Newsletter is a monthly newsletter mailed to all Southgate residents. Each newsletter will be filled with valuable information about the community, local area activities, school information, and more. Frequently Asked Questions Q: Do I have to get approval for any exterior work? A: Yes Q: Am I required to get a permit for my project? A: Most likely, YES. Check with the City of Pearland before beginning any project. You may be required to undo your work at your expense if you don’t have the proper permits. Q: I’m only doing the same upgrades my neighbor did. Why do I need approval if they already got approval? A: It’s possible your neighbors didn’t obtain ACC approval. If their upgrade was not approved, they may need to remove it at their expense. If you proceed with your project without approval, you may need to remove it at your expense. Q: Are you saying I may need to remove or undo my work, at my own expense if I don’t obtain approval?

A: Yes. If your project violates the deed restrictions or is denied by the ACC, you will be asked to remove it. Q: What if I refuse to remove it? A: You may be taken to court. If you lose, you will be ordered by a judge to remove your project and will be required to pay all court costs. Q: Do the deed restrictions REALLY give the ACC the power to deny my ability to perform exterior maintenance on my home? A: Yes Q: I never received a copy of the deed restrictions. Am I still bound by them? A: Yes. Every homeowner should have received a copy of the deed restrictions when they bought their home. Councilman’s Corner The population of our city exploded from the year 2000 to the year 2010. In 2000, the City of Pearland had 37,640 residents. According to figures recently released by the U.S. Census Bureau, Pearland now has a population of 91,252, an increase of over 142.4% since 2000. Pearland is the 2nd fastest growing city in the State of Texas. Your City Council continues to work to ensure that the needs of all of the residents are being met. Due to economic conditions we have been unable to proceed with projects as quickly as had initially been planned. Economic indicators are ticking upwards so we are hopeful that we will begin to move forward with delayed road, park and infrastructure projects, including the Shadow Creek Ranch Sports Complex approved by voters in 2007. The current Capital Improvement Plan calls for design and engineering for the SCR Park to occur in 2012 with construction set to begin in 2013. This time frame is not set in stone and could be affected by economic conditions. I intend to hold the City to these deadlines and will try to push the timetable up where feasible. As we head into the budget process later this year, it is important that the City Council know that this park project is a priority. I encourage you to contact the entire Council by email at [email protected] to make your opinion heard. Upcoming Events To Put On Your Calendar: • Fire Station Number 5 is now open. The Fire Station is located on Kirby Drive and is staffed 24 hours a day. A grand opening/open house for the new facility has been set for Saturday, April 2nd at 9:30 am. I hope you will have a chance to come see the facility and meet some of the brave men and women who protect our City. • Election Day is Saturday, May 14th . Early voting will run from May 2 – May 10. There will be two early voting locations in Pearland, the Westside Events Center (2150 Countryplace Pkwy) and the JP Precinct 3/2 Courtroom (2436 S. Grand Blvd). Election Day locations will be listed on the City of Pearland website (www. cityofpearland.com) and in local newspapers. Among the races on the ballot are Mayor, Councilmember Position 3 and Alvin ISD School Board members. Take time to learn about the candidates and let your voice be heard. Southgate Late Fee Policy

Tax Time

Is Right Around The Corner.

Did you know Southgate has a late fee policy for annual assessments? Assessments received after January 31st in the year that they are due are subject to an initial $25 late fee and $10 per month thereafter. Late assessments are also charged 18% interest beginning on February 1st in the year they are due. Our annual assessments are only $200, significantly less than all surrounding communities. Our assessments pay for maintenance of our common areas and the upkeep of our entrances. Assessments not paid after 3 months can be turned over to the attorney for collections, up to and including foreclosure! You can review our Late Fee Policy at http://southgatecommunity. info. Click on HOA Docs then Deed Restrictions and Other Docs. If you haven’t paid your assessments for 2011, contact LPI TODAY!

Are you paying too much in property taxes? Do you wish your property taxes were lower? If you do, should protest their property taxes. The deadline for protesting your taxes is May 31st, 2011. You can find your property appraisal value and download protest forms at www.brazoriacad.org. It only takes about 15 minutes to protest your taxes. You don’t need to hire an attorney. And you can save real money this year, next year and EVERY year you live in your home. The more homeowners that protest their taxes, the better the results for EVERY ONE OF US! If you feel your taxes are too high, make a pledge to protest your property taxes and get your neighbors involved too.

Common Code Violations in The City of Pearland

Violations concerning items with a registration number are investigated by the Pearland Police Department Sec.13-17 Weeds and other Vegetation It shall be unlawful for any owner , tenant, lessee, agent or occupant of any premises to permit any weeds, grass or brush to grown above the height of twelve (12) inches upon any premises owned, leased, occupied, or controlled by such person, or upon the unpaved portion of any street right-of way abutting said property. Ordinance No.1286 Junked / Abandon Vehicles  A junked vehicle, including a part of a junked vehicle, that is visible at any time of the year from a public place or right-of way is detrimental to the safety and welfare of the general public, tends to reduce the value of private property, invites vandalism, creates a fire hazard, is an attractive nuisance creating a hazard to the health and safety of minors. Ordinance No. 181-5 Sec. 12-2  A person, owner, tenant, agent or person responsible for any premises, occupied or unoccupied, commits an offense if said person maintains or places garbage/waste at curbside for collection prior to schedule collection date. Violation of this ordinance shall be punishable by a fine not to exceed 2,000.00 dollars.  United Development Code Chapter 2  Outside storage in the front yard is prohibited, except for storage within leased portable containers such as PODS for no longer than seven ( 7 ) calendar days. Complaint Line: Please call 281-652-1766 if you have a complaint about code enforcement issues such as health complaints, junk vehicles, vehicles parked in the street, etc. Leave a detailed message and phone number where you can be reached. The voice mails are checked daily and the necessary actions will be taken. Once your complaint is received, a Pearland Police Officer will investigate the complaint and, if requested, will respond to you within 48-72 hours.

Help Make a Difference in Our Community

Pet Hub Animal Rescue (www.pet-hub-rescue.org) is a 501c3 organization. We are an “Adoption Guarantee - No Kill” rescue in Pearland. Our mission is to rescue animals, provide temporary shelter, food, medical attention, and comfort to all abandoned, neglected and injured animals brought to us by the community or rescued from euthanasia; to restore lost animals to their owners or seek new homes for them, and to educate the public about the humane care of animals with a goal of reducing overpopulation. In partnership with the Pearland Neighborhood Center (PNC), the Pet Hub Animal Rescue has also establish a Food Bank at PNC to help those during these difficult times to feed their animals in order to help keep families, including pets, together. Here Comes The Sun… It feels like years since it’s been here. But the sun is out and spring is here. That means it’s time to clean up those yards, and pull weeds out of those flower beds.

The following Lawn Care Schedule is from Teas Nursery. This schedule is for St. Augustine Grass.

FEBRUARY 1

Pre-emergent weed preventer for grassy weeds; fungicide for Brown Patch prevention (not often required)

FEBRUARY/MARCH

Post-emergent weed killer for broadleaf weeds (apply when daytime temperature is above 70 degrees)

APRIL 1

Sharpen lawn mower blade, mow lawn short (1 and 1/2 to 2 inches) the first time ONLY, and ONLY while the lawn is dormant before spring greenup; catch clippings; apply second application of pre-emergent weed preventer

APRIL 15

Fertilize with fast release 15-5-10 fertilizer (1 pound N per 1000 sq. ft.) after second mowing (if lawn is very shady, decrease fertilizer amount by one half; or wait until fall to fertilize); mow at 5 to 7 day intervals at a height of 3” (use a mulching blade, and drop clippings); begin watering 1 inch per week, April through June

The warmer weather also brings with it mosquitoes and fire ants. To protect against mosquitoes, please don’t leave standing water in your yard. Mosquitoes need standing water to lay their eggs. If you have a pool, keep it maintained. If you have a bird bath in your backyard, clean it out every couple of days. Don’t leave tarps outside or empty potting plants outside. For more tips on mosquitoes, go to http://www.mosquitoes.org/backyard.html. Fire ants are easily controlled using numerous fire ant control products available at Home Depot or Wal-Mart. The key to success against fire ants is to treat the entire yard, not just the mounds you see.

Southgate National Night Out Mark your calendar for the 28th National Night Out on Tuesday, October 4th. Most of the country will celebrate on August 2nd, but because of our heat Texas opted to change our date to October 4th several years ago. Go to http://www.natw.org/nno/about.html to read the history of the event. Contact the board at southgatehoa@gmail. com if you want to serve on the committee. We could have block parties, or have an event at our new community park. Don’t forget to mark your calendar now! More information will be provided in future newsletters.

Doggie Dos And Doggie Don’ts Please practice responsible pet ownership. Keep your dog’s vaccinations up to date; keep them on a leash when outside; and always clean up after your pet. We’re animal lovers, too, and want to make sure our community is a safe and pleasant place for all of our residents.

New Alarm Ordinance And Procedures On Feb. 22, 2010, the City of Pearland approved a new ordinance regarding alarm permits and false fees. Ordinance 569-3 became effective on May 1, 2010. Permits issued prior to Jan. 1, 2010, are no longer valid. Permit fees are $15 per year. If a Permit Hold has two or less false positives in a 12-month period, the permit registration fee is waived for the next year.
